TEXAS WORKFORCE COMMISSION Contract Specialist (Hybrid) in Austin, Texas

WHAT YOU WILL DO: The Contract Specialist IV performs advanced (senior-level) contract management work. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO: - Grant Development: Plans and develops grants for services. Develops new grants with minimal oversight. Ensures that all grant targets and deliverables are accounted for and outlined fully in grant award. Timely and accurately prepares grant amendments. Timely and accurately uploads all grant documents into the grant database. Regularly reviews the grant database to ensure that grant documents and information are correct. - Grant Management: Performs comprehensive grant management duties for assigned grants. Informs management of significant grantee compliance or performance issues and provides recommendations for action. Evaluates and reviews program and financial performance of assigned workload. Provides technical assistance to grantees as needed. Participates in the development of grantee activities such as, setting timelines and developing grants documents, including amendments. Performs grant closeout activities according to TWC policy. - Subject Matter Expert: Serves as subject matter expert in area of program and grants assigned. Analyzes operations and research programs in order to develop subject matter expertise. Provides and/or assists in cross training in areas of expertise. Participates in professional development activities and other training opportunities to broaden skills and enhance knowledge. May assist with review guides or other program specific materials. - Collaboration: Collaborates effectively and efficiently with internal and external stakeholders. Performs written and oral communication. Ensures timely review and response on all correspondence. Coordinates and/or prepares responses to stakeholder issues, inquires and correspondence concerning grantee' functions and activities, including information needs of grantees with other divisions and other state agencies. Attends meeting and represents the agency in a professional manner. - Reporting and Data Evaluation: Documents grant performance and provides appropriate and timely information to management regarding status of grants/contracts/programs and/or specific projects relating to the attainment of grant or contractual requirements or other issues. May design and execute specific program and ad hoc reports. Ensures timely data entry of monthly analysis in the grants and contracting system for monthly reporting. - Perform related work as assigned and required to meet the mission and goals of the department, division, and the Texas Workforce Commission agency.

YOU QUALIFY WITH: -Completion of two years (60 semester hours) of accredited college work, plus four years of full-time experience in contract development, management, evaluation, monitoring, or training of contract providers or customers; or in the delivery of wo kforce development services which included contract development, management, evaluation, monitoring, or training of contract providers or customers. -One year of experience may be substituted for each year (30semester hours) of education.

YOU ARE A GREAT FIT WITH: - Experience managing grants and contracts (management of federal and State of Texas grants and contracts - Experience with grant development and establishing measurable outcomes and targets - Experience in Workforce Development or a similar field - Experience in project management - Knowledge of Laws and regulations pertaining to grants and contract administration - Current certifications as a Certified Texas Contract Manager (CTCM) and/or Certified Texas Contract Developer (CTCD)
