Job/Position DescriptionThe Data Analyst IV performs complex (senior-level) data analysis and data visualization assignments for the Provider Finance Department (PFD), Long-term Services and Supports (LTSS) section. The position provides data analysis and financial modeling support for residential foster care programs administered by the Department of Family and Protective Services (DFPS) including legacy foster care, Community Based Care (CBC) and Texas Child-Centered Care (T3C). The position also provides data analysis and rate setting activities in support for non-Medicaid LTSS services administered by HHSC. Work involves conducting detailed analysis of data sets, including monitoring and ensuring data quality, loading data into databases from a variety of source formats, and creating, updating or automating rate models, creating or developing economic models, writing SQL syntax to be used in rate calculations using provider cost report data, calculating fiscal estimates, creating and maintaining performance dashboards and reports. Work includes contributing data analysis to support legislative reports or requests for ad hoc analyses. Develops and delivers financial data solutions including the creation of dashboards and reports for large and complex agency programs. Works under general supervision, with latitude for the use of initiative and independent judgment. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Essential Job Functions1. DEVELOPMENT AND ANALYSIS: Oversees development and implementation of, and compliance with, policy guidelines, agency rules, state plan amendments and other associated documents pertaining to reimbursement methodologies and payment rates. Develops rates for new programs. Uses complex computer programs, spreadsheets and large databases to complete required duties in support of residential foster care payment rate analysis. Conducts complex data analysis to determine payment rates for various programs and services. Creates, updates or automates pro forma rate models. Drafts syntax to support rate calculations. Creates or updates performance dashboards. Develops, modifies and maintains complex computer programs, spreadsheets and large databases used in payment rate analysis. Designs and executes special cost and statistical analysis to evaluate the feasibility and the cost implications affecting contracted provider operations with regard to payment rate structure options, new program initiatives or enhancements, special payment rate initiatives, and new regulations. STAKEHOLDER AND STAFF COMMUNICATIONS: Interfaces with various PFD staff, provider industry representatives, HHS Enterprise staff, legal staff, advisory committees, workgroups and other interested parties concerning payment rate policy issues affecting program delivery and payment rate determination. Communicates complex information to internal and external parties to provide, exchange or verify information, answer inquiries, address issues or resolve problems or complaints. Interfaces with various contracted providers, provider representatives, client advocates, other agency staff, advisory committees, workgroups, attorneys and other interested parties concerning payment rate policy issues affecting program delivery and payment rate determination.
