Job/Position DescriptionThe Texas Health and Human Services Commission (HHSC) seeks a highly qualified candidate to fill the 2-1-1 Texas Information and Referral Network (TIRN) Director position within Community Access (CA). This program is made possible through a strategic partnership with Area Information Centers or AICs who provide call specialists who provide Texas residents with accurate, well-organized, and easy-to-find local information and referrals to state and local social services programs year-round, 24 hours a day, 7 days a week, 365 days a year. Committed to helping Texas citizens connect with the services and supports they need, 2-1-1 also mobilizes to provide emergency assistance program information and referrals during times of disaster. As the 2-1-1 TIRN Director, you will work under the direction of the Associate Commissioner of Community Access enabling you the autonomy to use your initiative and independent judgment to ensure the overall success of 2-1-1 TIRN. This role involves establishing a strategic plan, implementing state-wide operational policies, procedures, guidelines, and ensuring continuity of services while creating and maintaining the infrastructure needed to ensure the highest level of quality customer service and performance. Additionally, you will direct and oversee the provision of training and technical assistance, develop, and implement monitoring tools, take timely action based on results, and make recommendations for systemic changes. This role also involves overseeing the preparation of reviews, analyzing required reports, representing the agency before various groups, serving as a member of the Community Access Leadership Team, and promoting positive working relationships with outside agencies and other programs. You will demonstrate, maintain, and articulate your in-depth knowledge of telecommunications, customer relationship management, and database systems, including taxonomy systems, data entry, reporting, system maintenance, etc. in a concise and effective way to different audiences. You will supervise and mentor subject matter experts, fostering a culture of collaboration, innovation, and excellence. You will promote the value of Community Access and 2-1-1 in the community; propose reasonable solutions; remain flexible, establish rapport, and communicate effectively with a variety of stakeholders. Your responsibilities will include reviewing, interpreting, and adhering to state and federal regulations. Responsibilities will also include actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
