TEXAS WORKFORCE COMMISSION Director of Workforce Automation and Tech Support in Austin, Texas

WHAT YOU WILL DO: The Director of Workforce Automation and Tech Support has oversight responsibility for critical systems and tools serving the Texas workforce system including WorkInTexas.com. The position supervises 3 teams providing automation system support, data analytics, and editing and web assistance. Duties include establishing the strategic plan, goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting system and agency goals; coordinating and evaluating program activities, business functions; and reviewing department budgets.
The Workforce Automation department is responsible for understanding how all Workforce IT systems function individually and collectively. Workforce Automation communicates the Workforce Development Division needs to IT while constantly seeking process improvement and innovative solutions. Additionally, the department provides support to TWC staff and Local Workforce Board staff for their automation needs by answering application and hardware questions. Performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
YOU WILL BE TRUSTED TO: -Oversee subject matter experts in the design of WorkInTexas.com, The Workforce Information System of Texas (TWIST), the Proprietary Education Consolidated Operating System (PECOS), Learner Outcome Tracking System (LOTS), and Texas Educating Adults Management System (TEAMS) as well as systems used by Local Workforce Boards and Adult Education and Literacy and other grantees. -Coordinate input from project stakeholders and subject matter experts, including Local Workforce Development Boards and agency staff, on their needs, business programs/processes, and improvement recommendations to automation systems. -Oversee strategic planning, documenting, communicating, and connecting the vision/philosophy of the agencys integrated service delivery with workforce development automation tools. -Identify and make recommendations for maintenance and enhancement of TWCs Workforce Development automation tools. -Plan the development and implementation of enhanced business and automation projects, adhering to sound development standards, ensuring deliverables meet the agreed upon quality and content and are reviewed and accepted by all appropriate parties before acceptance. Develop, implement, and maintain performance accountability a d quality assurance processes, best practices, and standards for the department. -Make formal presentations on projects to stakeholders and executive agency leadership. -Coordinate with TWCs Information Technology Division and other divisions planning automation changes to prioritize and implement changes within established timelines. -Work with departmental support staff to ensure that customer support tickets are responded to and resolved in a timely manner. - Perform other duties as assigned.
YOU QUALIFY WITH: - Five years of full-time experience in the oversight and direction of an agency program; or in strategic planning and policy development and implementation, two years of which must have been in an administrative management or supervisory capacity. -Relevant academic credits may be applied toward experience qualifications for this position.
