Establish the strategic plan, goals, and objectives; develop policies, procedures, and guidelines; establish priorities, standards, and measurement tools for determining progress in meeting goals; coordinate and evaluate program activities and/or business functions. Develop budgets within departments or divisions. Direct the management team over the programs in Facilities. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgement. ESSENTIAL DUTIES / RESPONSIBILITIES: 1. Direct and guide program activities and/or business functions within Facilities at Austin headquarters and/or statewide and serve as the representative to the Regional Director(s). Travel statewide by motor vehicle or aircraft to perform duties. 2. Develop and implement techniques for evaluating program activities and/or business functions within Facilities; and identify need for continuous process improvement. Establish goals and objectives consistent with the division and agency strategic plan. 3. Develop policies, procedures, guidelines, schedules, priorities, and standards for achieving goals in Facilities while focusing on compliance and customer satisfaction. 4. Direct the operations of design, construction, maintenance, environmental, energy, security, administration, leasing, projects and ensure the programs adhere to all codes, standards, schedules, and statute. 5. Review and approve productivity and financial reports, budgets and major expenditures, studies, forecasts, business processes, inefficiencies, and modeling exercises to provide direction, guidance, and opportunities for enhancement. 6. Evaluate planning or construction related legislation and applicability to department projects. Distributes the workload and helps determine project priority. 7. Represent the agency and serve as the backup to the Director of Facilities at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees. 8. May serve as the direct point of contact should a Manager (subordinate) be away from work. 9. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies. 10. Perform other duties as assigned. Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS: Education Graduation from an accredited four-year college or university with a Bachelors degree. Major or study emphasis in Business Administration, Management, Architecture, Engineering or Construc ion Management preferred. Experience Minimum of five (5) years experience in the management and direction of a program relevant to the assignment. Substitution Note: Additional work experience of the type described, or other related education may be substituted for one another with 2 years verifiable experience equal to 1 year of education. Licensure and/or Certification Must possess a valid driver license from state of residence. Regulatory knowledge Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Familiarity with ADA (Americans with Disabilities Act), Title II, Texas Accessibility Standards, IBC (International Building Code), NFPA Life Safety Code 101, and NFPA Fire Code I. Supervisory/Managerial/Leadership skills Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management obtained through documented prior Managerial roles as applicable to the classification level. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals. Technology Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint, Facilities Connect) and be able to learn new software/systems. Working knowledge of Audodesk Revit and RSMeans or other similar building information modeling software and competitive estimation programs or services; TCEQ and TDSHS database or other regulatory reporting requirement for Facilities. Interpersonal Skills Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Research and Comprehension Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner. Analytical Reasoning/Attention to Detail Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Confidentiality and Protected Information Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information. Safety Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices. Schedule and/or Remote/Telecommuting work and/or Travel Availability to work after-hours, weekends, holidays, overnight, and in the event of an emergency is required. Telecommuting up to two (2) days per week (employee must provide own internet service at personal expense).
