Work involves managing aspects of the (ITD) Information Technology Division; including financial management, development of guidelines and policies; review of guidelines, procedures, rules and regulations; establishment of goals and objectives, and metrics for determining progress in meeting goals and efficiency of the organization in cross-functional programs and projects. Develops schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Oversee (IT) Information technology program administration including financial processes, position control, legislative reporting, contract management and policy development. Manage program funding, execution, and cost plans.. 2. Oversee the collection and compilation of data for management reports, budget preparation and controls section expenditures according to allocated budgets. Establishes and participates in forecasting trends and long-term planning for the division; implements long-term plans and uses non-traditional, creative approaches to resolving problems. 3. Manage the planning and execution of the Biennial Operating Plan (BOP) and Information Resources Deployment Review (IRDR) in compliance with the Department of Information Resources (DIR) and the Legislative Budget Board (LBB) requirements. 4. Plan and implements action programs to attain required objectives within the limits of allocated resources and distributes and coordinates staff assignments to accomplish the projects and tasks assigned. 5. Assist in the development of (IT) Information Technology strategic plan and develops criteria for evaluation of programs, proposals, and other pertinent information related to project assignments. 6. Monitor and evaluates staff performance to assure compliance with Departmental policies, standards, documentation requirements and established objectives. Evaluates knowledge base and skill level of section staff and establishes appropriate training curriculum and monitors progress. 7. Participate in the development of long-term staffing plans in conjunction with the IT management staff. 8. Analyze and evaluates the impac of new statutes and regulations on Department and IT activities and coordinates with (IT) Information Technology managers to identify and develop cost models for new information technology requirements. 9. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies. 10. Perform other duties as assigned. Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS: Education Graduation from an accredited four-year college or university with a bachelors degree with a major or coursework emphasis in Management Information Systems, Business Administration or a related field is required. Experience Five years experience in the management of a business function, division, or department.Preferred Experience: Five (5) years' experience working in a leadership role for an Information Technology Organization managing and directing team members. Five (5) years experience analyzing operational effectiveness, recommending improvements, and implementing changes. Five (5) years' experience leading program activities. Five (5) years' experience with legislative reporting. Five (5) years experience with resource planning, project management, and contract management. Substitution Note: Additional work experience of the type described, or other related education may be substituted for one another on a year-for-year basis. Licensure and/or Certification Must possess a valid driver license from state of residence. Regulatory knowledge Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Supervisory/Managerial/Leadership skills Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals. Technology Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems. Knowledge of the software development life cycle, hardware replacement cycle and IT systems. Knowledge of coordination in people and resources, process improvement; project management principles and practices. Skill in business analysis; analyzing and evaluation complex information, policies and issues; developing creative and workable solutions. Ability to analyze and interpret information, communicate effectively, exercise sound judgment in making critical decisions. Working knowledge of end-of-life and legacy systems. Interpersonal Skills Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
