Work involves establishing the strategic plan and goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; and reviewing and approving budgets. Manage divisional activities related to legislative sessions, procurement, human resources, project management, budget, open records, and asset management. Oversee divisional call center and related customer service activities. Plan, assign, and supervise the work of others. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment. ESSENTIAL DUTIES / RESPONSIBILITIES: 1. Direct program area(s) and activities. 2. Develop and implement techniques for evaluating program activities and project management. 3. Develop and evaluate goals and objectives consistent with the agencys strategic plan. 4. Develop, review, and approve budgets. 5. Identify the need to revise program area(s). 6. Provide direction, guidance, and assistance in program area(s). 7. Represent the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees. 8. Review and approve management, productivity, and financial reports and studies. 9. Review guidelines, procedures, rules, and regulations; and monitor compliance. 10. Review results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance. 11. Plan, develop, and approve schedules, priorities, and standards for achieving goals, and direct evaluation activities. 12. Plan, develop, implement, coordinate, monitor, and evaluate policies and procedures. 13. Oversee divisional procurement and human resource activities and make recommendations to management. 14. Oversee divisional technology projects to ensure timelines and budgets are met. 15. Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies. 16. Perform other duties as assigned. Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS: Education Graduation from an accredited four (4) year college or university with a bachelors degree. Experience Minimum of four (4) years high-level supervisory experience performing strategic planning, policy development, and strategic communica ions. Five (5) years purchasing experience or five (5) years managing purchasing staff preferred. Experience in procurement and project management is preferred. Substitution Note: Additional work experience of the type described may be substituted for the education requirement on a year for year basis. Licensure and/or Certification Preferred certification: Project Management Professional Certificate (PMP). If driving is required, must possess a valid driver license from state of residence. Regulatory knowledge Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies, and procedures. Supervisory/Managerial/Leadership skills Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals. Interpersonal Skills Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Organizational and Prioritization Skills Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism. Presentation/Communication Skills Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Fiscal Accountability Working knowledge of budgeting, cost estimating, financial planning and fiscal management principles and procedures necessary for administering a program budget. Analytical Reasoning/Attention to Detail Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Technology (computers/hardware/software/operating systems) Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook) and CJIS systems. Confidentiality and Protected Information Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information. Travel and/or Schedule Availability for after-hour and weekend work is required. This position may have the ability to telecommute up to four days a week based on the needs of the agency.
