The Office of the Governor is looking for an Information Governance Manager (Program Specialist V) to work in the Information Services Division.

What You'll Do

This is a job that performs advanced (senior-level) program administration, consultative services, and technical assistance work. Work involves planning, developing, and implementing the agency's Records and Information Management (RIM) Program, including the agency's Record Retention Schedule, and providing consultative services and technical assistance to agency staff. Serves as the agency Records Management Officer (RMO). Assists the Information Services Director with cyber security reporting, training, and monitoring.

Administers the agency's Records and Information Management (RIM) Program established by law under Texas Government Code, Section 441.183.

Develops RIM guidelines, policies, and procedures for records and information in all formats.

Serves as the agency's point of contact to the Texas State Library and Archives Commission (TSLAC).

Develops, maintains, and revises the agency's Records Retention Schedule (RSS), ensuring the RRS accurately reflects the records created and maintained by the agency.

Ensures the RRS meet all requirements and is certified by TSLAC.

Develops and updates the agency's accessibility policies and procedures.

Designs, implements, and operates a distributed capability for accessibility across as the agency's divisions.

Develops and maintains the agency's accessibility and data classification performance metrics and dashboards; reports on progress and improvements.

Develops and updates the agency's data classification policies and procedures.

Monitors data classification of agency's electronic records and conducts related training; ensures integration with ARCHIE (TAC 202.1(5), 202.24).

Minimizes retention and facilitates disposal of PII.

Provides assistance with auditing and reporting (TAC 202.26).

Identifies RIM training needs for staff and develops training materials.

Assists with developing and maintaining the agency's data privacy policy/program and associated training (TAC 202.26).

Conducts RIM training for New Employee Orientation (NEO) and conducts agency-wide RIM training as needed.

Works with agency's executives, General Counsel, Information Services, program heads, and others to ensure record capture, protection, and management of all agency records.

Determines need for and assists in identifying requirements for automating records and information management program.
