Performs highly complex project management work. Work involves coordinating the planning and initiation of multiple projects or one larger project at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Develops and manages project budgets, schedules, work plans, resource requirements, and cost estimates and projections.Initiates projects, obtains authorization and commitment, and demonstrates business need and project feasibility.Manages, oversees, and evaluates projects using accepted project management methodologiesAs required, testifies before legislative and interested groups on project status and other issues of public interestUtilizes established criteria to evaluate programs, proposals, and other pertinent information related to project assignmentsCommunicate and explains project methodology and processes to interested groups and team membersCompiles and distributes project information, status reports, and project budget expenditures.Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid themMay develop and evaluate scorecards, dashboards, metrics, and goalsMonitors and manages project cost and quality to ensure project is completed within budget and to ensure deliverables are acceptable and fulfill the terms of the project contract or specifications.Performs other job responsibilities as assigned
