This position performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations, maintenance and research. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Serves as Project Manager for multiple projects and may serve as a Lead Worker. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Essential Duties: The essential duties for this job include: Performs highly advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.Developing plans specifications estimates (PSE).Oversees and develops plans for complex project(s) related to their resource assignments, schedules, scope, communication, quality, and procurement, while utilizing available resources and maintaining the agency's project objectives.Reviews and revises schematics, PSE, project designs, shop drawings and field changes for traffic control devices, signals, signs, markings, detours, traffic control plans, electrical distribution and roadway lighting and traffic management Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible.Serves as a Lead worker, Trains professional and administrative staff engaged in engineering plans development.Performs and assists with design, computer operations and plan preparation.Develops and reviews engineering related documents, correspondence, reports, and remediation plans.Coordinates and monitors assigned projects/programs/plans.Negotiates fees, explains scope of work and monitors consultant design contracts.Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.Selecting appropriate project specifications, developing preliminary detailed estimatesBe experienced in utility coordination, conflict analysis and conflict resolution.Performs other duties as assigned.
