We are seeking a talented and driven National Environmental Policy Act (NEPA) Manager / Environmental Planner who can bring their expertise and passion to our team. As an Environmental Planner, you will play a crucial role in leading and executing environmental planning projects, ensuring that we adhere to NEPA regulations, and providing invaluable advice on matters of environmental impact. This position offers the perfect blend of challenge and fulfillment, requiring exceptional project management skills, meticulous attention to detail, and a comprehensive understanding of environmental policies and regulations. The position offers an opportunity for a hybrid work environment and flexibility in the office location including Austin, Houston, Plano, or San Antonio.

Your Role

The NEPA Manager will play a critical role in overseeing the regulatory permitting process for a diverse range of projects in Texas and Oklahoma. The successful applicant will be responsible for:

  • Leading the regulatory and permitting processes, ensuring compliance with National Environmental Policy Act (NEPA) requirements.
  • Supporting project managers by providing expertise in NEPA analyses, particularly in collaboration with federal and state transportation agencies, including the Texas Department of Transportation, Oklahoma Department of Transportation, and the Federal Highway Administration.
  • Preparing and processing a variety of permit applications at county, state, and federal levels, ensuring all necessary documentation is complete and accurate.
  • Conducting environmental studies and resource analyses to inform project development and permitting strategies.
  • Consulting with relevant governmental bodies and agencies to facilitate regulatory approvals and maintain open lines of communication throughout the permitting process.

In addition to these core responsibilities, the NEPA Manager will:

  • Demonstrate strong critical thinking skills and a flexible approach to problem-solving in a dynamic work environment.
  • Foster a collaborative atmosphere with environmental and transportation personnel, ensuring effective communication and teamwork to achieve project goals.
  • Maintain meticulous attention to detail, ensuring all deliverables meet high standards of quality and client satisfaction.
  • Prepare comprehensive reports and documentation, showcasing strong writing abilities and proficiency in Microsoft Office and other business applications.
  • Engage proactively with clients, regulatory agencies, team members, and the public to convey project progress and address any inquiries or concerns.

Qualifications

  • Bachelor's or higher degree in environmental science, urban/regional planning, environmental policy, environmental studies or related field.
  • Have a minimum of 8 years' experience with NEPA assessments and federal, state, and local regulatory compliance/permitting in the U.S.
  • Precertified in TxDOT work category 2.14.1 Environmental Document Preparation, or have the experience needed to become precertified in an expeditious timeframe.
  • Have excellent research, analytical, writing, oral communication and organizational skills.
  • Have the ability to work independently and to communicate clearly and work closely with team members located across other offices.
  • Have strong task mana ement skills in successfully scoping and managing project teams and deliverables.
  • Attention to detail, ability to work independently, willingness to work as part of team, and the ability to stay positive and effective during long days in the field are critical.
  • The successful applicant will be safety conscience, and continually assess ways to mitigate hazards.
  • Applicant must possess and maintain a valid driver's license and participate in required company driver reviews (record checks).
  • Applicant must be able to work with and communicate with a diverse group of co-workers and clients to provide high quality and efficient work products.
  • A pre-employment drug screen in compliance with federal regulations is required, along with a physical if needed.
  • Must possess a valid driver's license with a clean driving record without restrictions.

Other Desirable Knowledge and Experience:

  • Preference for project management experience.
  • Preference for experience with TxDOT studies and projects and the TxDOT Environmental Affairs review process.
  • Knowledge and/or experience working with ArcGIS and/or other Geographic Information Systems.
