INTERNAL POSTING FOR OAG EMPLOYEES ONLYGENERAL DESCRIPTIONUnder the supervision of the Director for Policy and Forms, the position performs highly advanced consultative services and technical assistance work for the Office of the Attorney General (OAG) Child Support Division (CSD), Legal Services Division. Work involves planning, developing, updating, editing, and implementing the policies, procedures, forms, rules and publications for the Texas Title IV-D child support program, and providing consultative and technical assistance to program staff, governmental agencies, community organizations and the general public. As assigned, serves on Agile projects; assists; and trains, leads, assigns, or prioritizes the work of others. OAG employees enjoy excellent benefits along with tremendous opportunities to do important work at a large, dynamic state agency, making a positive difference in the lives of Texans.ESSENTIAL POSITION FUNCTIONSResearches, interprets, recommends, participates, and provides guidance to Child Support Division (CSD) policy and forms analysts, managers, and staff in the development of new or revised CSD policies, procedures, and formsIdentifies areas for improvement in divisions policy and forms; proactively implements updates to policies, procedures, and forms; assists management in coordinating and sponsoring workgroups with other subject-matter experts; may serve as a lead analyst providing direction to other staff; prepares, maintains, and distributes a status report on all pending policies, procedures, and forms; trains new policy and forms analysts on policy, procedure, and forms development processes and writing standardsReviews and finalizes divisions policies, procedures, and forms to comply with federal regulations and state laws, and writes and publishes policies, procedures, and forms for distribution to all CSD staffMaintains and facilitates updates and approvals for assigned CSDs policies, procedures, forms, rules and publications, including coordinating the drafting, approval and submission of the associated policy and forms announcements to the agency; coordinates with all policy and forms analysts and CSD staff to assess the impact on CSD policies, procedures, and forms when changes are approved; and, as assigned, oversees and maintains the policies, procedures, and forms development site, which includes instructions for naming files and updating content management systems, writing standards documents, approval process documents, and other supporting documentsOversees policies, procedures, and forms approval for changes made to the Texas Child Support Enforcement System (TXCSES), the divisions case management system, and related applicationsCoordinates the collection, organization, analysis, and preparation of materials in response to requests for program information and reportsPresents to internal and external customers regarding program area and consults with public and private agencies involved with the program to resolve problems, identify training needs, and discuss program effectiveness as needed.Oversees, prepares, and tracks both the miscellaneous Texas Register publications and the administrative rules updates and promulgation in the Texas Register for the CSDServes on CSD Agile, business, and technical projects in roles such as a Project Owner, Project Lead, Project Developer, subject matter expert, or other roles as assignedProvides administrative support for CSD Administrative Hearings, including coordination and preparation of required forms, exhibits, notices, and serving as a liaison between external customers and the Administrative Hearing OfficerPerforms roject management for the CSD, Legal Services Division, including researching and drafting change requests and supporting documents as neededProvides assistance to field staff and other CSD divisions on policy, forms and case assessment issues; effectively communicates and coordinates the resolution of issues with affected staffPerforms related work as assignedMaintains relevant knowledge necessary to perform essential job functionsAttends work regularly in compliance with agreed-upon work scheduleEnsures security and confidentiality of sensitive and/or protected informationComplies with all agency policies and procedures, including those pertaining to ethics and integrity Qualifications: MINIMUM QUALIFICATIONS Education: Graduation from high school or equivalentEducation: Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: Child Support ProgramExperience: Eight (8) years of full-time experience working in the following (or closely related) fields: Child Support Program, technical writing, business writing, copy editing, policy development, or web developmentExperience: One (1) year of full-time experience developing OAG policies, procedures, and standardized formsExperience in gathering, assembling, correlating, and analyzing factsExperience in writing, editing, and preparing documents for publications that communicate information in a clear and concise mannerKnowledge of local, state, and federal laws related to the Child Support ProgramKnowledge of the Texas Title IV-D Child Support ProgramKnowledge of the design and functionality of the TXCSES case management system and related applicationsKnowledge of Microsoft Office softwareSkill in handling multiple tasks, prioritizing, and meeting deadlinesSkill in effective oral and written communicationSkill in exercising sound judgment and effective decision-makingAbility to receive and respond positively to constructive feedbackAbility to work cooperatively with others in a professional office environmentAbility to provide excellent customer serviceAbility to work in person at assigned OAG work location, perform all assigned tasks at designated OAG workspace within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)Ability to arrange for personal transportation for business-related travelAbility to work more than 40 hours as needed and in compliance with the FLSAAbility to lift and relocate 30 lbs.Ability to travel (including overnight travel) up to 5% PREFERRED QUALIFICATIONSExperience: Automated Local Printing System (ALPS) word processing application superuserExperience: Researching and analyzing federal and state statutes and regulationsKnowledge: Agile/project management principlesKnowledge: Web development toolsSkills: Technical or creative writing and form draftingSkills: Child Support Division word processing application use TO APPLY To apply for a job with the OAG, electronic applications can be submitted through CAPPS Recruit.
