Job/Position DescriptionWorks under the limited supervision of the Laboratory Requisition and Invoice Group Manager. Performs highly complex (senior-level) consultative and technical guidance and assistance to the Austin Lab and South Texas Lab and leadership regarding procurements for the Public Health Laboratory Division. Plans, organizes, trains, and monitors workload, duties, and activities of procurement support staff. Serves as a liaison to procurement support staff for various Units and Branches throughout the Public Health Laboratory Division. Serves as a liaison for procurement inquiries. Interprets agency policies; creates and documents processes and procedures; and recommends, implements, and evaluates process improvements related to procurement. Maintains a high-volume shared email inbox and responds to customer and vendor inquiries. Tracks requisitions to ensure purchase orders are generated and in place as requested. Prepares encumbrances reports using data from CAPPS Financials. Develops internal policies/procedures and oversees team activities related to procurements. Creates, reviews, proofs, and edits procurement documentation for adherence to laboratory, agency, and enterprise policies and procedures. Conducts and oversees special projects as requested by the Laboratory Requisition and Invoice Group Manager, Fiscal and Procurement Branch Manager, and Laboratory Business Operations Unit Director. Represents Laboratory Requisition and Invoice Group Manager in meetings, committees, task forces, and workgroups as requested. Duties are independently performed with moderate latitude for the use of initiative and independent judgment.Essential Job FunctionsEJF1-30% Plans, organizes, trains, and monitors workload, duties, and activities of procurement support staff. Serves as a liaison to procurement support staff for various Units and Branches throughout the Public Health Laboratory Division. Oversees activities related to procurements for the Division. Identifies procurement support issues. Ensures consistency of procurement functions throughout the Division. Reviews, analyzes, and evaluates procurement support processes and procedures to assess effectiveness; develops methods to improve/enhance procurement support. Participates in the interview process to select new procurement support staff.EJF2-30% Provides high-level consultation, guidance, support, and technical assistance to management and laboratory staff for procurements and issues. Serves as a liaison for general and emergency procurements, which may include using agency-issued credit card to complete purchases. Adheres to laboratory, agency, and enterprise policies and procedures regarding purchasing policies and rules. Tracks requisitions to ensure purchase orders are generated and in place as requested. Prepares encumbrances reports using data from CAPPS Financials. Maintains a high-volume shared email inbox and responds to customer and vendor inquiries.
