Job/Position DescriptionProgram Specialist VThe Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) department seeks a highly qualified candidate to fill the position of Program Specialist V. Essential Job FunctionsWorks collaboratively across MCS to identify innovative and effective solutions for clients and staff.The Program Specialist V (PSV) is selected by and reports to the Managed Care Contracts and Oversight (MCCO), Contracts Team Director. This position will perform highly complex consultative services and technical assistance requiring knowledge in contract management and strong writing skills. The PSV will collaborate with internal MCCO stakeholders, HHSC and MCS program areas, including by not limited to: Policy and Program Development, System Contracting, Procurement and Contracting Services, Office of Inspector General, Financial Reporting and Audit Coordination, and Policy Department and#150; Legal Services Division regarding development of correspondence and to make critical decisions regarding contract management activities. This position will develop and track correspondence to contractors related to contract requirements, reimbursements, rebates, liquidated damages, audits, and payment withholds as well as tracking and documenting all payments related to correspondence. The PSV will coordinate with internal and external stakeholders including contractors and the public related to MCCO Medicaid/CHIP contracts and associated projects to ensure clear, concise, and consistent information is provided both orally and in writing. (50%) The PSV performs advanced contract management work including drafting, editing, routing, executing, negotiating, and closing Medicaid and CHIP contracts. Utilizes critical thinking skills to determine compliance with requirements, laws, regulations, policies, and procedures. Conducts or leads ongoing monitoring of expenditure data to ensure adequate funding. Researching, analyzing, developing, evaluating, and managing contracts. Ensures the maintenance and organizations of contract documentation and uploading documents to repositories with the use of contract related systems, like Centralized Accounting and Payroll/Personnel System (CAPPS) and System of Contract Operation and reporting (SCOR). Coordinates with other contract managers to review and update contracts and contract management processes and procedures. Performs quality reviews and edits the work of other staff and provides constructive feedback. The PSV is responsible for planning and developing timeliness for contract development, amendment or closeout processes.
