Job/Position DescriptionProgram Specialist VThis is a temporary, grant funded position through August 31, 2025, with the possibility of extension beyond that date. This position is based in Austin but will be able to work from any location in Texas and will be able to telework 100% consistent with HHS telework policies. Travel to Austin will be required to include but not limited to complete all necessary documentation to begin work, check out necessary equipment to complete work, and pick-up or repair HHS-issued equipment.Are you passionate about making sure there is access to substance use disorder treatment services in communities across the state? Do you have an interest in substance use intervention and treatment services? Are you interested in providing programmatic management and oversight at the state level?The Program Specialist V performs advanced (senior level), complex, consultative, supportive services, and technical assistance work for the Substance Intervention Treatment Programs (SITP) unit. The position supports the substance use services continuum across the state. The role of the COVID Substance Use Project Monitor will be to oversee the allocation, implementation, and distribution of Harm Reduction resources coordinated through the Outreach, Screening, Assessment, Referral (OSAR) program, the Comprehensive Continuum of Care (CCC) program, and the development and implementation of Substance Use Drop-In Centers for people experiencing crisis events or problems resulting from substance use. The COVID Substance Use Project Monitor will also be responsible for utilizing data reports to monitor and ensure appropriate delivery of substance use services through the substance use withdrawal management and intensive residential treatment wait lists as well as the provision of interim services. This position has considerable latitude for the use of initiative and independent judgment on programmatic aspects involving substance use intervention and treatment services.This Program Specialist V (PS-V) will report directly to the Intervention and Women Services Manager and is part of the SITP unit in the Substance Use Prevention Planning and Policy department of Mental Health and Substance Use Programs.Essential Job FunctionsProject 1: Oversee the OSAR programand#146;s implementation and distribution of Harm Reduction resources in the community and in coordination with other substance use service providers to increase access and support engagement activities for people throughout the substance use continuum of care. Provide guidance and technical assistance to the OSAR programs tasked to work with community service providers to identify individual needed resources determined to be engaging in substance misuse, at risk for, or diagnosed with a substance use disorder, and in recovery from substance use. (20%)Project 2: Provide oversight and manage the development of the Comprehensive CCC program. The CCC program offers pregnant and parenting women diagnosed with a substance use disorder comprehensive case management services, community-based linkage, and retention services through pre-admission service coordination to reduce barriers to treatment, enhance motivation, stabilize life situations, and facilitate engagement in long-term recovery. (20%)Project 3: Provide oversight and manage the development and implementation of Drop-In Centers which offer comprehensive crisis services to persons experiencing crisis events or problems associated with substances.
