Job/Position DescriptionPerforms advanced (senior-level) public health work, including overseeing, developing, implementing, and evaluating program activities, and conducting health education. Provides advanced consultative services and technical assistance to program staff, child care facilities, governmental agencies, community organizations, and the general public. Oversees, plans, develops, implements, and evaluates the Texas Department of State Health Services (DSHS)and#146;s Texas Choose Safe Places (TX CSP) program. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.Essential Job FunctionsOversees, plans, and evaluates the performance of a variety of technical, training, research, planning, policy, program assessment, and administrative activities for Texas Choose Safe Places program. Reviews laws, regulations, policies, and procedures relevant to Early Care and Education (ECE) facility siting in Texas. Formulates definitions, standards, and suggested policies for ECE siting. Provides technical assistance to build local capacity to identify and address risks; recommends and evaluates courses of action for protecting children from exposure to harmful substances in ECE settings. May analyze legislation to determine the impact on ECE siting. Acts as a liaison with external agencies and internal programs to explain the initiative. Speak to community and professional groups regarding program activities, resources, and technical assistance. Consults with public and private agencies involved in program(s) to resolve problems, identify training needs, and discuss program effectiveness (45%).Develops and disseminates TX CSP tools. Collaborates with program funder, the Agency for Toxic Substances and Disease Registry (ATSDR) to expand current TX CSP tools. Develops other program procedures, manuals, and evaluation tools as needed. Tests tools and educational modules with ECE providers. Evaluates efficacy of tools with communities. Evaluates efficacy of tools. Disseminates expanded TX CSP manual and related materials to communities (25%).Oversees the completion and monitoring program activities. Independently plans program activities, objectives, and goals. Evaluates program activities, identifies the need for new activities, and provides guidance to staff in the development and integration of new methods and procedures. Analyzes evaluation data and prepares related reports. Completes and monitors required administrative and performance reports and recommends appropriate changes to program activities. Collects, organizes, and prepares materials in response to requests for program information and reports. Prepares and submits reports to ATSDR per grant requirements (20%).Identifies, collects, and organizes, analyzes, and prepares reports on ECEs and other facilities and potential impact of harmful chemicals. Responds to requests for information. Identifies ECEs and other facilities that may have increased risk of harmful environmental exposures using consolidated environmental information, local knowledge, site information, and information about impact of disasters (e.g., flooding) (5%).Performs related work as assigned. Other duties as assigned include but not limited to actively participating and/or serving in a supporting role to meet the agencyand#146;s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
