TEXAS WORKFORCE COMMISSION Systems Analyst (Remote) in Austin, Texas

This position is a teleworking position. You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.

WHO YOU ARE: We are looking for a creative and experienced Systems Analyst IV to join the ETL team in TWCs Division of Information Innovation and Insight (I|3). The division supports the agencys mission by leveraging data to improve decision-making and service efficiency. That is, we leverage Data for Prosperity.

The systems analyst will support I|3s mission to extract, transform, and load data for reporting to better serve the employers, individuals, families, and communities of Texas. Our ideal candidate is a self-starting, motivated, and collaborative problem solver who understands the value of teamwork, critical thinking, attention to detail, interpersonal skills, and data analysis to assist in management of TWC programs.

Candidates must be enthusiastic about working collaboratively with teammates, TWC staff, and other state agency staff to deliver accurate information on deadline to a wide variety of stakeholders, including other State Agencies and Local Workforce Development Areas (LWDA).

Candidates will have the opportunity to apply their mindset to develop, maintain, and improve current ETL processes, and ultimately make a difference in the lives of Texans.

WHAT YOU WILL DO: The Systems Analyst IV will perform highly complex (senior-level) computer systems analysis work. This involves conducting detailed analysis of and extensive research on data and systems; providing results; and monitoring and implementing efficiencies in data retrieval. Successful candidates will provide technical assistance and guidance to others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

The systems analyst coordinates with users to identify system requirements, develop functional design specifications to meet requirements, and solve complex operational problems; coordinates, plans, and schedules the installation of or training for new or revised systems and defines business process requirements; and prepares and defines the goals of the system and devises flow charts and diagrams describing the logical operational steps of programs.

YOU WILL BE TRUSTED TO: -Coordinate with users to identify system requirements, develop functional design specifications to meet requirements, and solve complex operational problems. -Coordinate studies and the preparation of reports that include study findings, recommendations, and instructions for proposed system implementations; formulate logical descriptions of problems; and devise optimum solutions. -Analyze new or existing procedures, information systems, or utility programs for efficiency and effectiveness. -Coordinate, plan, and schedule the installation or training for new or revised systems and define business process requirements. -Test and diagnose systems to ensure critical requirements are met. -Design, modify, and implement new or revised systems to serve new purposes or improve workflow. -Prepare and define the goals of the system and devise flow charts and diag ams describing logical operational steps of programs.

YOU QUALIFY WITH: -Graduation from an accredited four-year college or university with major coursework in computer science, computer information systems, management information systems, or a related field, plus two years of full-time experience in computer programming, systems analysis and/or program analysis or two years of full-time experience which provided general knowledge of data processing or systems analysis. -One year of full-time experience may be substituted for each year (30 semester hours) of education.

YOU ARE A GREAT FIT WITH: -Ability for critical thinking with an eye for information analysis, objective evaluation, and problem-solving. -Ability for strategic thinking with an eye for self-directed planning, goal setting, vision, pattern recognition, and risk assessment with opportunities for evaluation. -Experience with compiling, reviewing, and analyzing large amounts of data efficiently while conserving server and enterprise data warehouse resources. -Experience with data models, database design development, data mining, and segmentation techniques. -Experience with analyzing problems and devising effective solutions. -Ability to communicate effectively. -Experience with statistics and analyzing large data sets. -Experience with running queries in Oracle SQL Developer, DBeaver, or other similar SQL querying tool. -Experience presenting findings, workshops, and demonstrations of work products. -Experience with conducting data searches.
