Job/Position DescriptionThe WIC Systems Analyst V will support business systems related to Texas WIC. These applications require new functionality, functional enhancement and application-level maintenance. Knowledge of the interworking steps and processes related to business system design is expected as well as in-depth knowledge of front-end development and programming level expertise of Microsoft Dynamics 365 and databases processing across multiple locations and a cloud environment. Daily tasking will involve new application development, existing support and existing application performance tuning. This individual will perform advanced computer system analysis and complex application development to produce application-related deliverables. Work involves planning, analyzing user requirements, procedures, and problems to automate processing or to improve existing systems. This individual may also plan, assign and review the work of others; works under minimal direction with considerable latitude for the use of initiative and independent judgment. Utilizes advanced technical skills to supply programming and coded systems solutions for simple and complex functionality in the way of deliverables related to the daily operations/maintenance, design and implementation of applications with a wide range of client and agency specific functionality. This position will function as the liaison between EBT and management information system providers and state subject matter experts; will define business need, lead multi state requirements gathering meetings, develop test cases, develop reports and key performance indicators. Work is performed with a significant degree of creativity and latitude.Essential Job FunctionsEJF 1 - Collaborates with State and Vendor Information Technology in the design of/creation of databases, implementation of database strategies, and overall database architecture for WIC functional projects that support internal and external processes, functions and operations, upgrades, statewide and interagency interfaces, state and federal audits, data analysis applications for integrated systems; manages work plans, schedules, daily project tasking as well as overall system design. (35)EJF 2 - Performs senior level systems development of applications and/or systems in considering customer requirements, changes in systems requirements, software releases, equipment and architectural configurations, and relationships /dependencies between systems (i.e. analyzing federal and state regulations regarding automation), researching technical solutions and performing needs assessment for Texas WIC solutions. May use Tableau, Power BI, and other business intelligence or data visualization software.(30)EJF 3 - Works closely with the Project Team. Coordinates with the Project Management Lead to manage the preparation of written documentation, including documentation for end-users or system support staff, databases, progress reports, budget reports, and lessons learned. Leads and participates in work groups for the development and/or further refinement of business policies, procedures, and standards consistent with the agency standardization efforts within HHSC and provides on-going communications and coordination with State and Vendor project managers and subject matter experts to resolve issues or potential issue while promoting adherence to sound development standards and solution.
