WHAT YOULL DO The Information Technology (IT) Project Manager will perform complex project management work for the Texas Department of Agriculture (TDA). You will be responsible for overseeing the delivery of Capital Projects, enterprise software applications throughout the State of Texas to deliver time-sensitive legislative requirements and support the rapid improvements necessary to align with the agencys strategic priorities. You may oversee, direct, assign duties, and evaluate the work of project resources. You will work under general supervision with moderate latitude for the use of initiative and independent judgment. PRIMARY RESPONSIBILITIES Oversee the planning, development, and execution of TDA Capital projects. Communicate monthly with internal stakeholders. Communicate externally with external stake holders and oversee requisite reporting. Contribute to LAR planning for new project request. Oversee and evaluate processes used when developing new projects to ensure the teams are adhering to procedures consistently and confirm scope and schedule changes are documented, approved, and understood by stakeholders and project team members. Develop project budgets, schedules, works plans, resource requirements, cost estimates, and cost projections. Monitor and manage the quality of applications and works to identify continuous improvement measures/root cause and corrective actions. Verifies project deliverables are acceptable, fulfill terms of the team agreements, and are within budget. Communicate routinely to management, customers, project team members, and other stakeholders, actively soliciting and addressing customer and project team feedback. Responsible for problem management, issue resolution, and risk identification and mitigation, while empowering and motivating the team to have a sense of ownership over the application. Communicate a clear vision of all projects to executive management team, customers, and project team. Coordinate the initiation and planning of diverse projects to meet strategic application and technology roadmap commitments. Follow all TDA policies and procedures. Perform other duties as assigned. Qualifications: MINIMUM QUALIFICATIONS REQUIRED FOR THE POSITION Graduation from an accredited four-year college or university (one year of work experience related to the essential duties may substitute for one year of college). Five (5) years of work experience in managing or working on software application teams, using the Software Development Life Cycle (SDLC), the Project Management Life Cycle (PMLC), and Agile Scrum Methodology. Four (4) years of working as a PM using the Texas Project Delivery Framework. PREFER Certification in Project Management (PMP). Four (4) years experience working with Major Information Resources Projects. KNOWLEDGE, SKILLS ABILITIES Knowledge of project management theories and practices applicable to projects that are complex in scope; of systems and procedures used to evaluate a third-party vendo s performance; and local, state, and federal laws and regulations relevant to the administration of the project undertaken. Skill in project management monitoring; in addressing changes in scope or timing; in providing customer service excellence to both internal and external customers; and in the use of a computer and applicable software. Ability to manage project activities; to establish project goals and objectives; to exercise sound judgment in making critical decisions; to analyze complex information and develop plans to address identified issues; to demonstrate negotiation and facilitation skills, to identify project risks and gaps, to prepare reports; to communicate effectively, orally and in writing; to assign duties and responsibilities and coordinate the work of project staff; and to maintain the highest level of confidentiality. PHYSICAL REQUIREMENTS WORKING CONDITIONS This position will work in a normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping, and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel (up to 10%* of the work period), occasionally overnight. TELEWORK WORK HOURS TDA has a telework policy that will allow eligible positions to telework up to two (2) days per weekaftercompleting six (6) months of employment with the agency.
