Community Affairs, Fiscal Division GENERAL DESCRIPTION: Performs highly complex (senior-level) project management work for the development and implementation of a statewide database for the Comprehensive Energy Assistance Program (CEAP), Community Services Block Grant (CSBG) Weatherization Programs, Department of Energy and Low Income Home Energy Assistance Program (DOE and LIHEAP) under the Community Affairs Division. Work involves all aspects of system development and implementation of a Statewide database to capture client level data in an application portal; client eligibility; monthly expenditure and performance reporting; preparing summary of financial and performance reports; developing and processing contracts, contract renewals, and amendments. Work is performed under limited supervision, with considerable latitude for the use of initiative and independent judgment. SPECIFIC JOB RESPONSIBILITIES: Oversees system development and implementation of statewide database Assist with finalizing the RFO for customized software development that will capture client level data in an application portal; client eligibility; monthly expenditure and performance reporting; preparing summaries of financial and performance reports; developing and processing contracts, contract renewals, and amendments. Define project scope, goals, and deliverables in collaboration with senior management. Development of user manual of newly developed of statewide database. Responsible for training stakeholders on operation of statewide database. Responsible for development of all required federal and state reporting for CEAP, CSBG, DOE and LIHEAP grants Conduct regular status meetings and provide updates to stakeholders. Identify and manage project risks and issues, developing mitigation strategies as necessary. Responsible for overseeing project planning, execution, and delivery to ensure successful completion within scope, and timeframe. Evaluate the project on defining and meeting strategic goals and objectives. Responsible for problem management issue resolution, and risk identification and mitigation. Have the ability to address changes, make sure the project aligns with state of Texas information technology (IT) controls (Texas Administrative Controls (TAC) 202, Texas Government Code (TGC) 2054) and assist with creating team standards. Must take ownership of project. Performs other duties as assigned. Qualifications: EDUCATION/EXPERIENCE: Experience in contract development, management, evaluation, monitoring, and training of contract providers Graduation from an accredited four-year college or university with major course work in businessadministration or arelated fieldis generally preferred. Experience and education may be substituted for one another. Experience in the development of a case management client tracking software integrated with a data collection system to compile federal reporting requirements specific to USDHHS programs. Experience in the development of a case management instruction manual for an existing statewide system. Documented experience in the training of Community Action Agency staff in the utilization of a client tracking and data collection system in order to comply with federal reporting requirements. KNOWLEDGE, SKILLSAND ABILITIES: (Minimum Requirements Candidates that do not meet or exceed the minimum stated requirements (skills/experience)may not be chosen for this interviewing opportunity. Must have extensive knowledge and experience in development of CSBG, LIHEAP and DOE quarterly and annual required reports. Must have knowledge of Results Oriented Management and A countability (ROMA) reporting. Must have experience in development of user manuals for newly developed software programs. Must have extensive knowledge of CSBG Organizational Standards Knowledge of agency rules, regulations, policies, procedures, and the ability to interpret them. Ability to establish and maintain effective working relationships with supervisor and co-workers; to deal with the public; and to communicate effectively both orally and in writing. PHYSICAL REQUIREMENTS: This classification functions in a standard office environment. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, use office machinery, attend meetings in various offices and conference rooms, etc. Must be able to communicate and exchange accurate information via phone, computer, and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic, and ability to work beyond forty (40) hours per week as needed and in compliance with the Fair Labor Standards Act (FLSA). The employee must be able to lift and/or carry up to 10 lbs. Must be able to push and/or pull up to 10 lbs pounds. OTHER: Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
