GENERAL DESCRIPTION Performs advanced (senior-level) consultative and technical assistance work relating to the use of instructional technology in the education programs provided at the agencys state schools for youth who have been committed to the agency by a juvenile court. Work involves coordinating, administering, monitoring, and evaluating the use of instructional technology to meet the agencys educational goals and providing consultative and technical assistance to the superintendent and assistant superintendent of education and the principals, assistant principals, and teachers at the agencys state schools. Collaborates with the agencys information technology staff and serves as the agencys liaison with instructional technology vendors. Responsible for ensuring that the instructional technology programs are in compliance with federal and state mandates for education, information technology government code, prohibitive technologies, and compliance with data protections to meet CJIS, HIPAA, FERPA, and PII compliance standards as applicable to institutional technology programs. May assign and/or supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Requires travel to facilities around the state. May be required to work in excess of 40 hours per work week and/or be on call. The Education Specialist IV Instructional Technology Support is assigned 100 percent to the Education Title I Part D Subpart 1 Grant program, and the funds for this position are from the Title I Part D Subpart 1 funds of the Elementary and Secondary Education Act (ESEA), as amended through Public Law 115-224 (P.L. 115-224), otherwise known as Every Student Succeeds Act (ESSA). ESSENTIAL DUTIES Researches and identifies instructional technology appropriate to aid youth and staff to meet educational goals; provides guidance to educational management and prepares comprehensive reviews of literature regarding the development and integration of new instructional technology methods; and assists with preparing budget requests and justifications for such programs. Partners with educational leadership and technology vendors to organize instructional technology operations, study and analyze instructional technology functions and operations, and evaluate the effectiveness of the operations. Prepares reports of findings and recommendations to produce a more effective program. Collaborates with the appropriate information resources department administrative and field staff regarding the installation and implementation of instructional technology. Collaborates with educational and information resources staff in the identification of instructional technology operational and technical problems and in resolving such problems. Coordinates and conducts surveys, reviews, and program monitoring activities to determine compliance with program requirements and related laws, regulations, policies, and procedures, and recommends corrective action as needed. Coordinates the collection, organization, analysis, and preparation of materials in response to requests for information regarding the use of information technology and prepares or oversees the preparation of related administrative reports. Consults with educational staff to identify training needs regarding the use of instructional technology. Develops training materials, and plans and conducts training sessions. Performs a variety of related duties not listed, to be determined and assigned as needed. Performs all duties in compliance with agency safety policies and procedures: Reports safety hazards and corrects hazards when possible. Completes required documentation in the event of an accident/injury within requested timeframes. Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies. Monitors outcomes for racial, ethnic, and gender disparities and takes action to address identified disparities. Qualifications: MINIMUM QUALIFICATIONS Bachelors degree with major course work in Education, Instructional Technology, Computer Science, or a related field. Seven (7) years of full-time wage-earning experience that may be any combination of the following: teaching at the secondary level (grades 6 12) involving extensive use of instructional technology or experience in implementing instructional technology at schools, colleges, or other settings.
