JOB VACANCY ANNOUNCEMENT Assistant General Counsel Executive Division Job Posting Number: 2512-03-EXEC Monthly Salary: $8,500.00 - $9,583.33 State Classification: General Counsel I Class No./ Group: U3521 / EE00 Location: Austin, Texas FLSA Status: Exempt Work Week: Monday-Friday, 40 hours/week (Flexible work schedule / Hybrid telecommuting) Travel: 10% Benefits of Working at TREC /TALCB Flexible work schedule Hybrid telecommuting Work-life balance 96 hours of accrued vacation a year 96 hours of accrued sick leave a year 20+ paid holidays every year Career advancement opportunities Free downtown parking Free comprehensive medical insurance for full-time employees, and the state pays 50% of premium cost for dependents Job Summary: The Assistant General Counsel works closely with the General Counsel to provide legal advice or assistance to the agencys governing body and agency staff, including in the areas of the: (i) agencys statutes, rules, and policies; (ii) public information requests (serves as the agencys Public Information Officer); (iii) laws related to open meetings; (iv) procurement and contracting matters; (v) legislative affairs; and (vi) employment and other human resources-related matters. Job Duties: Process public information requests, including drafting responses to requestors, preparing requests for open records rulings, and reviewing agency records to fulfill requests. Provide legal support in the development and drafting of procurements and in the negotiation, management, and implementation of contracts. Provide legal advice to agency management on employment issues, personnel actions, and other human resources-related matters. Provide legal support related to agency open meetings. Provide legal support in the administration of the Real Estate Recovery Trust Account Monitor, review, and analyze proposed legislation in advance of, and during, the Texas legislative session; and assist in the implementation of new laws following the session. Provide general legal responses to inquiries from the public related to agency enabling statutes and agency rules. Draft or review legal-related education and training materials for license holders. Assist in the drafting and advising on laws, rules, policies and procedures, reports, strategic plans, and other documents related to the agency's operations. Assist in the review and drafting of agency rules and policies and consult with staff regarding the development of new rules and policies and revisions to existing rules and policies. Attend various meetings on behalf of the agency and its governing body. Perform related work as assigned. Qualifications: Minimum Qualifications: Graduation from an accredited law school with a J.D. or L.L.B. degree Licensed by the State Bar of Texas, in good standing Minimum of three years experience in the full-time practice of law within the government, regulatory, or nonprofit sector Minimum of one years experience related to the processing of public information requests Preferred Qualifications: Recent experience practicing law at a Texas state agency or similar organization Recent experience working with legislative bodies, commissions, boards, or other advisory or governing bodies Recent experience providing legal assistance or advice on Texas state agency procurement laws and processes Recent experience providing legal assistance or advice on Texas state agency employment laws and processes Knowledge, Skills, and Abilities: Knowledge of legal principles, practices, and proceedings; of state and federal laws, regulations, and rules; and of agency administrati e rules and regulations Knowledge of Texas' Open Meetings Act (OMA), Public Information Act (PIA), State Purchasing and General Services Act, and Texas Administrative Code. Skill in providing legal advice or assistance to, and collaborating with, individuals across multiple teams, or functions of the agency. Ability to provide legal advice or assistance in a clear, confident, and professional manner on a wide range of issues affecting the agency. Ability to prepare legal documents; develop and prepare policies and procedures; conduct legal research; and evaluate, interpret, and apply statutes, rules, policies, and procedures. Ability to speak publicly and communicate effectively with diverse audiences Ability to maintain effective professional relationships with personnel, policy makers and stakeholders Environmental Physical Conditions: Normal office work environment, mostly sedentary in nature. Involves speaking to groups of people. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive phone usage and repetitive hand/wrist/finger motions while using the computer.
