DESCRIPTION

The Maryland Transit Administration (MTA) seeks a dynamic and experienced Contracts Division Manager to lead procurement processes for transportation-related equipment, services, construction materials, and supplies. As the manager, you will oversee three sections—Architecture & Engineering, Construction/Maintenance, and Services/IT—ensuring compliance with Federal and State procurement laws. Responsibilities include supervising Section Chiefs, guiding personnel in contract evaluation and negotiation, and managing large, complex procurements. This senior-level position reports directly to the Deputy Director of Contracts and Policy, providing expert guidance and coordination across MTA staff, consultants, and state agencies .

KEY RESPONSIBILITIES

  • Manage and supervise the three Contracts Division sections.

  • Solicit, evaluate, negotiate, and award contracts for transportation equipment, services, and materials.

  • Ensure compliance with Federal and State procurement guidelines.

  • Coordinate with consultants, MTA staff, and other agencies.

  • Provide expert interpretation and guidance on procurement matters.

  • Develop and execute multi-year procurements.

  • Prioritize projects based on changing needs and available resources.

THE IDEAL CANDIDATE WILL POSSESS:

  • Significant experience which includes the ongoing performance of professional procurement functions such as: developing, soliciting, evaluating, negotiating and awarding procurement contracts, while ensuring compliance with Federal and State procurement laws, regulations, and conditions with regards to Construction, Architectural/Engineering, Service or Maintenance Contracts within a Maryland State Agency.

Qualifications

PREFERRED QUALIFICATIONS:

Education : Possession of a Bachelor's Degree from an accredited college or university.

Experience: Five years of professional procurement and/or contract management experience.

Supervisory Experience: Two years of formal supervision of other employees while performing within the preferred experience indicated above.

Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. CPCM certification (Certified Professional Contracts Manager) is preferred.
