The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work: This position serves as the Lead Classification & Compensation Analyst in the Classification & Compensation Unit (CCU) interpreting and applying the Transportation Service Human Resources System (TSHRS) rules, regulations, and policies related to classification and salary practices. This position leads a team of professional HR staff performing classification and compensation work requiring extensive research, problem-solving, and analytical skills.

Duties of this position include, but are not limited to, the following:

  • Assigns, monitors, and reviews the work of CCU Analysts in performing job analysis and applying appropriate job evaluation techniques;

  • Provides daily guidance and training to new CCU Analysts;

  • Reviews and analyzes existing policies and procedures related to classification and compensation matters and makes recommendations for modifications and adaptations;

  • Analyzes and evaluates agency requests for position reclassification by utilizing applicable job evaluation standards and procedures and the associated TSHRS rules and regulations; and

  • Performs large scale and complex salary studies and surveys.

Employees in this position will report directly to the Classification and Compensation Manager. The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor's degree from an accredited college or university.

Experience: Four years of professional HR work in the areas of either job analysis, job evaluation, salary administration, employee recruitment and selection, employment services and benefits, employer-employee relations, HR program evaluation, or HR policy formulation. **Two years of this experience must be in the professional human resources area of classification and compensation, to include job analysis and evaluation.

Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skills, and abilities). No substitutions are allowed for a Selective Qualification.

Notes:

  1. Thirty graduate semester credits from a college or university in the fields of HR administration, business administration, public administration, statistics, tests and measurements, or psychology may be substituted for one year of experience.

  2. Paraprofessional HR experience or professional HR management work experience may be substituted on a year for year basis for up to four years of the required education.

  3. For employer-employee relations positions applicants may substitute the possession of a Juris Doctor or equivalent degree from an accredited school of law for up to four years of the required experience.

  4. Candidates may substitute equivalent U.S. Armed Forces military service experience on a year for year basis for up to four years of the required education.
