Johns Hopkins University Grants & Contracts Analyst in Baltimore, Maryland

The Department of International Health is seeking a Grants & Contracts Analyst . This position will coordinate and manage financial and administrative activities in the development of sponsored and some non-sponsored project submissions for assigned faculty in the Human Nutrition Program within the Department of International Health. Primary duties include but not limited to development and support with grants and proposal preparation, submission, budget development including narrative and financial aspects of submissions. This will also include account maintenance and oversight, billing/invoicing, reporting, compliance, and closeout. Develop financial reports for forecasting and results analysis and ensures compliance with university and/or agency and foundation regulations and restrictions. This position reports directly to the Financial Manager in Human Nutrition to ensure smooth and efficient functioning for the related proposals and awards.

Specific Duties & Responsibilities

  • Partner with and act as liaison and final point of contact with departmental faculty and/or staff and the Office of Research Administration (JHURA) toward the planning and development of assigned application submissions to various private agencies/foundations, commercial companies and some federal offices.

  • Understand and utilize institutional policies for pre-award grant process and sponsor guidelines. Submit and review all grant proposals with assistance as needed, for assigned faculty. Process review involves checking for accuracy, content, and adherence to all relevant guidelines and compliance with the University and/or agency regulations and restrictions.

  • Manage all assigned grant proposal submissions to ensure timeliness and accuracy for assigned Faculty/Principal Investigator (PI) review.

  • Manage related post-award processes, including award setup, review, account setup verification, and ensuring that faculty/staff payroll is setup appropriately.

  • Monitor receipt of payments/revenue from sponsors.

  • Reviews and assists Sponsored Projects Shared Services with preparation and submission of all progress reports and Financial Status Reports (FSR’s) for assigned grants.

  • Work with domestic and international vendors in terms of compliance, sub awards, invoicing, vendor payments.

  • Review expenditure of funds, ensuring that funds are expended according to sponsoring organizations stipulations and appropriate university guidelines.

  • Project expenditures and develop financial reports for forecasting, trending, and results analysis for assigned PI’s.

  • Review and work with out of country field offices to report and reconcile foreign expenses on a monthly basis, via Imprest Accounts. In conjunction with foreign offices ensures field project budgets are spent properly and reported according to Johns Hopkins policies.

  • Develop and submit requests as needed, for new subaward agreements, independent contractors, and service agreements. See requests through from start to finish.

  • Monitor sub-recipients invoicing, payment and assists in sub-recipient desk reviews and audits.

  • Complete the monthly reconciliation process to monitor expenditures on assigned accounts.

  • Monitor, identify and communicate over expenditures directly to PIs including the Financial Manager and resolves funding shortfalls or surpluses.

  • Assist as needed with preparation of non-payroll cost transfers.

  • Submit EFORMS in SAP to allocate salary distributions for assigned faculty/support staff.

  • Meet regularly with assigned Faculty to review accounts, forecast spending for future grant submissions.

  • Review and update salary shortfall reports for review by Financial Manager and related faculty.

  • Remain updated on changes in policy and sponsors’ requirements.

  • Identify budget issues, provide alternative solutions and resolve problems

  • Use various software applications, such as spreadsheets, relational databases, statistical packages and graphics packages to assemble, manipulate and/or format data and/or reports.

  • Work independently with supervision as needed, manage administrative and financial activities for assigned faculty as they relate to sponsored and non-sponsored projects.

Special Knowledge, Skills, and Abilities

  • Strong Microsoft Excel skills and programming.

  • Knowledge of SAP.

  • Knowledge of FIBI.

  • Knowledge of budget preparation and grant submission process.

  • Basic knowledge of eRA Commons, ASSIST and Workspace.

  • Ability to understand when additional direction/expertise is needed on matters of complexity. Able to make decisions on a daily basis, within pre-determined guidelines and parameters.

  • Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines.

  • Timely General understanding of external Federal and non-Federal guidelines and procedures regarding grants and contracts.

  • Timely and good communication skills using the spoken and written word.

  • Attention to detail and organization.

  • Internal and external contacts required as part of the job. Confers with appropriate internal and external administrative/financial offices to ensure that required procedures are followed. Serves as liaison between JHSPH Finance, JHURA and unit areas

Minimum Qualifications

  • Bachelor's Degree.

  • Two years of administrative/budgeting experience.

  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
