POSITION:        Human Resource Generalist – Benefits Administrator

PROGRAM:       Human Resources

DIVISION:         Administration

REPORTS TO:   Assistant Human Resource Director

SUMMARY OF POSITION: 

The Human Resource Generalist – Benefits Administrator is responsible for managing the agency’s self-funded benefits administration. This position implements new and revised benefits programs, policies and procedures to align with the agency’s goals and best practices. Acts as primary point of contact for HRIS benefit module, which may include collecting, and analyzing HR data, metrics, and statistics related to employee benefits. Ability to utilize data to make strategic recommendations related to employee benefits.

SPECIFIC DUTIES AND RESPONSIBILITIES:

  • Manages the daily administration of all benefits programs including but not limited to medical, dental, vision, retirement, voluntary coverage, workers compensation, and leave of absence.

  • Recommend creative solutions to specific benefits-related programs and plans.

  • Creates data presentation templates and reports to support strategic business decisions.

  • Primary point of contact for HRIS benefits maintenance; support build out of new modules, updating existing applications and recommending changes to increase efficiency while ensuring accuracy of data.

  • Ensures compliance with federal, state and local employment laws and regulations.

  • Collects and compiles key HR metrics and data from a variety of sources, including human resource information systems (HRIS), benefits enrollment records, management and employee surveys, exit interviews, personnel records, leave use, competitors’ practices, and other sources.

  • Prepares reports of data results, presenting and explaining findings to senior leadership.

  • Identifies and recommends reasonable short- and long-term goals, milestones, and benchmarks for key performance and dashboard metrics.

  • Based on metrics and analysis, makes recommendations for policies and activities to improve existing metrics including changes to benefits, and leave offerings.

  • Facilitates implementation of open enrollment, changes to benefits plans, and other related initiatives.

  • Ensures compliance with data privacy regulations and best practices.

  • May assist HR leadership with staffing, recruiting, and departmental budgets.

  • Performs other duties as assigned.

    ADDITIONAL EXPERIENCE & SKILLS:

  • Proficient with or the ability to quickly learn the organization’s HRIS and similar human resource management software and practices.

  • Computer proficiency and technical aptitude with the ability to use Microsoft products, including Excel and HRIS.

  • Excellent verbal, written and organizational communication skills and attention to detail.

  • Strong analytical skills and ability to interpret and communicate data.

  • Thorough understanding of local, state, and federal laws involving employment, HR, and benefits administration.

  • Excellent time management skills and ability to plan and set priorities.

  • Able to work efficiently in a fast paced environment with rapidly changing priorities.

  • Strong interpersonal skills in dealing with senior management.

    QUALIFICATIONS :

  • Bachelor’s degree required in Human Resources, Business Administration, Psychology, or related field, Master’s preferred.

  • Three to five years of progressive human resource experience in the following areas: employee benefits administration such as health insurance, life insurance, 403b, worker’s compensation, ADA and FMLA LOA administration, and/or equal opportunity compliance and knowledge of Vermont employment laws required.

  • SHRM-CP or willingness to obtain credential.

    PHYSICAL REQUIREMENTS:

  • Able to sit for prolonged periods at a desk and working on a computer.

  • Able to move around and office environment with or without accommodation.

  • Able to drive own personal vehicle for business related tasks with or without accommodation as necessary.

  • Must be able to lift and move up to 20 pounds.
