About this position:
This position is responsible for the performance, oversight and coordination of the U.S. Army Corps of Engineers' Civil Works Program. The Levee Safety Program and Project Management Unit is responsible for oversight and review of studies, design, contract administration functions and construction implementation of all U.S. Army Corps of Engineers Civil Flood Control Programs including floodgates, control structures, retaining walls, geosynthetic reinforcement systems, drilled shaft, embankments, diversion channels, bridge crossings, spillways, locks, culverts, levees and other structures related to flood protective measures. Incumbent assists in administering the State's activities in response to the U.S. Army Corps of Engineers Civil Works Program.
Biweekly special entrance rates have been established as follows:
Engineer Intern 1$2,115.20
Engineer Intern 2$2,263.20
Engineer 3$2,671.20
Engineer 4$2,952.00
Engineer 5$3,158.40
The actual starting salary depends on the education and experience of the selected applicant.
As part of Career Progression Group, vacancies may be filled from this recruitment as an Engineer Intern 1 or 2, Engineer 3, Engineer 4, or Engineer 5 depending on the level of experience of the selected applicant. The maximum salary for the Engineer 5 is $117,936. MINIMUM QUALIFICATIONS:
Possession of a current Louisiana Engineer Intern Certificate.
NOTE: Applications will be accepted from persons who possess a current Engineer Intern Certificate in states other than Louisiana. However, the applicant will be required to obtain a Louisiana Engineer Intern Certificate prior to appointment. The hiring agency will verify that all requirements are met.

This Engineer 4 position within Public Works & Water Resources Division is responsible for the performance, oversight and coordination of the U.S. Army Corps of Engineers' Civil Works Program. The Levee Safety & Project Management Unit is responsible for oversight and review of studies, design, contract administration functions and construction implementation of all U.S. Army Corps of Engineers Civil Flood Control Programs including floodgates, control structures, retaining walls, geosynthetic reinforcement systems, drilled shaft, embankments, diversion channels and bridge crossings, spillways, locks, culverts, levees and other structures related to flood protective measures. Incumbent assists in administering the State's activities in response to the U.S. Army Corps of Engineers Civil Works Program. The Corps of Engineers' funding must be appropriated; therefore, this position provides support to Louisiana's U.S. Congressional delegation and provides testimony to U.S. Congressional Appropriations' committees annually. The position assists in negotiations with the Corps of Engineers regarding project scope, feasibility, funding, design, operation, and maintenance, and maintains administrative control throughout the life of the projects. The position assists in monitoring and reviewing highly complex work performed by the Corps of Engineers and consulting engineers by providing a technical review and comment of engineering studies, plans, specifications, and cost estimates. Project review requires knowledge of complex hydraulic, hydrologic, geotechnical, and structural engineering theory and practice. The position provides review and comment on Corps of Engineer Public Notices and Environmental Assessments. The position assists in managing State funds by reviewing consulting engineering invoices, construction pay estimates, and change orders, as well as assisting in the administration of engineering service contracts. The incumbent also provides assistance in developing feasibility and cost information for submittal to federal agencies for funding purposes. Prepares documentation and maintains comprehensive records of project cooperative agreements (PCA), lands, easements, right-of-ways, relocations, and despoil/borrow (LERRD) transactions, Memoranda of Understanding, and Finding of No Significant Impact as well as other milestones required by the National Environmental Policy Act. Follows and documents the Corps of Engineers Public Works initiatives including: representation at project management meetings, preparation of correspondence and contract revisions, review of cost estimates, participative negotiations, feasibility, funding, design, operation, and maintenance and any other related work needed to achieve the project objectives.

Supports and actively assists the Levee Boards having jurisdiction and responsibility for the operation and maintenance of respective flood control structures and facilities; primarily earthen levees, foundations and associated floodwalls. This position provides engineering assistance to levee boards by providing advice on operation and maintenance of levees, canals, and structure installed with local funds and Federal/State participating monies. This position performs engineering inspections, creates inspection reports and presents findings to Levee Boards within DOTD jurisdiction. Travel for regular inspection of levees is required as assigned. Coordination of Corps of Engineers activities in conducting similar services for flood control works constructed within the levee districts is also provided, as well as staff support for Executive Committee of the Association of Levee Boards of Louisiana. Maintains record of the Emergency Operations Manual for flood fighting and control efforts.
