Position Information

This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency-wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.

Preferred: Experience in auditing, compliance and/or monitoring of federal programs.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus four years of professional experience in workforce development, administrative services, social services.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A master's degree will substitute for one year of the required experience.

NOTE:

Any college hours or degree must be from an accredited college or university.

Job Concepts

FUNCTION OF WORK:

To provide management for multiple Workforce Development programs through subordinates for an assigned geographical area.

LEVEL OF WORK:

Manager.

SUPERVISION RECEIVED:

Broad from higher-level Workforce Development personnel. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

Direct over lower-level Workforce Development personnel.

LOCATION OF WORK:

May be used by state agencies with workforce development functions.

JOB DISTINCTIONS:

Differs from Workforce Development Consultant by the presence of managerial responsibility with direct subordinates.

Differs from Workforce Development Assistant Administrator by the absence of statewide responsibility for managing Workforce Development, directing federal reporting, and developing /directing budgetary expenditures through multiple Workforce Development Specialists and/or program personnel.

Oversees the day-to-day operations of field offices through supervisors, implementing policies/ service delivery processes/standards, and ensuring that all identified outcomes are achieved.

Enforces program goals and objectives by delegating authority to meet those goals and objectives.

Conducts staff meetings, conferences, and training to most efficiently operate programs, budgets, personnel, technical problems, and communicate/discuss the status of projects or programs. Requests the allocation and expenditure of state, federal, and other funds to eligible recipients for implementation of assigned programs. Produces budgetary reports, records, and activities, ensuring adherence to federal, state, and other regulations, policies, and procedures for budgetary control.

Develops and directs a program for budget and performance measurement. Reviews performance against operating plans and standards. Provides reports interpreting results. Recommends and approves changes in direction of plans. Develops short term and long-term plans, programs, and performance criteria governing the performance as assigned activities.

Establishes and coordinates relationships with community providers and other partners to continually expand and strengthen services for clients, ensure effective referral processes and maintain communication. Assures vendors are providing services to participants consistent with contract guidelines.

Recommends and approves changes in direction of plans. Develops short term and long-term plans, programs, and performance criteria governing the performance as assigned activities.
