Position Title: Director Veterans & Family Center

Status: Exempt

Education and Work Experience:

  • Required: Master’s degree relevant to human services, nonprofit management, business or humanitarian services with minimum three years proven success in social work programming plus five years non-profit business administration in a leadership capacity preferably working with veterans experiencing homelessness or closely related populations (leadership experience is a must).

  • Preferred: LCSW/LMSW or nonprofit management law degree, with minimum five years proven success in social work programming and ten years non-profit business administration in a leadership capacity preferably working with relevant populations and Federal funding.

  • Preferred experience managing a Grant Per Diem program or other experience managing Federal funds; grant management experience is highly preferred.

  • LCSW/LMSW applicants with business acumen and leadership experience will be prioritized for interview.

Scope of Position:

Responsible for the operation of all programs and supervision of staff. Represent and advocate for The Salvation Army Veterans & Family Center at all assigned and appropriate community meetings and activities. Assist and coordinate program-specific funding efforts with The Salvation Army Cascade Division’s development office. Provide administrative oversight and senior management of all grants and other streams of funding supporting operations and programming. Develop and manage the annual operating budget. Act as the senior hiring manager and approve all personnel activities.

Knowledge, Skills and Abilities Required:

Training and experience in mental health issues, domestic violence, homelessness, trauma informed services, substance abuse, budget development, finance management, crisis counseling and crisis mitigation is critical. Ability to work with various socio-economic, ethnic and racial populations is a must; must have good written and oral communication skills and grant writing/management experience is a benefit; knowledge of local social services network is helpful but not necessary, and a commitment to non-violence in all interactions. Must maintain professional, courteous and cooperative manner with all Salvation Army personnel, clients, and outside contacts, demonstrating respect and positive attitude toward all others always, and they must show respect for the goals and objectives of The Salvation Army.

Essential Duties and Responsibilities:

  • Supervisory responsibilities: Provide direct supervision of the Business Manager, Chaplain, Operations Manager and Case Managers, and coordination for the supervision of all staff of VFC.

  • Oversee all HR related matters, including the following of proper procedures for hiring, termination, employee performance reviews and all other matters related to staff supervision with support from the Portland Metro Coordinator.

  • The Director is ultimately responsible to ensure the quality of VFC programs and training, including the performance of all staff and volunteers.

  • Administer and oversee the day-to-day operations of all Veterans & Family Center programs including but not limited to the following:

  • Supervision of personnel/resident policies and practices.

  • Supervise the VETS program and act as liaison to the VA.

  • Exercise initiative and judgment in approaching problems and creating realistic solutions.

  • Provide financial and technical support to Veterans & Family Center programs.

  • Review data collection and submit statistical reports as required.

  • Submit all monies to accounting on a regular basis and ensure that all handling of money is according to Salvation Army policy.

  • Provide direct budget preparation, submissions and management

  • Provide technical assistance in preparation and writing of funding proposals and supervision of contract/grant requirements.

  • Participate in fund raising projects as assigned. Help identify applicable funding opportunities.

  • Complete grant applications on a timely schedule to ensure ongoing operations

  • Prepare and submit reports as required per funding stream and headquarters requirements

  • Provide public relations assistance to Veterans & Family Center.

  • Act as liaison to public and private services and funding groups (maintain networking with others) representing The Salvation Army’s interests.

  • Represent Veterans & Family Center to program contractors and funders.

  • Participate in public relations activities, ensuring that such PR is cleared through appropriate channels.

  • Provide advocacy efforts with local governments bodies and agencies.

  • Provide program planning, implementation and support for Veterans & Family Center.

  • Provide planning assistance.

  • Provide supervisory assistance.

  • Provide oversight of development of program design and materials to be used in the programs.

  • Oversee, direct, and provide quality control of the multiple programs within the VFC.

  • Act as a liaison with the US. Department of Veteran Affairs regarding the program’s Grant Per Diem and Emergency Transitional Housing contracts overseeing all aspects related to Government contracts.

  • Track and report grant deliverables.

  • Procure and process new or renewing grants

  • Any other delegated or assigned project or duty which relates to or reflects the essential character and nature of this position.

Working Conditions:

Schedule: With the Portland Metro Coordinator’s approval, establish a standard workweek taking into consideration the essential duties of this position, the mission of the department, and of The Salvation Army. The work of exempt employees is not measured solely by hours worked. Employees in exempt positions are expected to work the hours necessary to complete assignments on a schedule that satisfies the requirements of the job. A full-time commitment typically requires a minimum of 80 hours per bi-weekly pay period.

Must be able to comprehend assignments and/or ask for additional information or clarification until the assignment is understood.

May require long periods of sitting at a desk using a personal computer and telephone. Able to walk, sit, stand, bend, on an intermittent or sometimes continuous basis. Must occasionally lift and move up to 25 pounds.

While performing the duties of this job, the employee is regularly required to sit; use hands to finger, hand, or feel objects, tools, or controls; to talk or hear; reach with hands and arms. Specific vision abilities required by this job include close vision and distance vision.

Works on multiple simultaneous projects in an environment characterized by interruptions and noise from ringing telephones, printers, copiers, and walk-in traffic, multiple deadlines, and competing priorities. Frequent phone and in-person contact with people from diverse backgrounds who may be angry, hostile, confused, chemically dependent, lacking personal hygiene, frustrated, or under the influence of intoxicants.

Organizes projects, sets priorities, calculates, catalogues, inspects, analyzes, plans, comprehends, and cooperates with others, etc.

Must be able to work with minimal supervision and be comfortable working with a high degree of independence. May be required to make independent decisions that may involve unique or unusual situations and/or complex issues and dealing with demanding requests and/or timelines. May travel overnight or out-of-state.
