Department Summary:

This requisition is for a Program Management Office (PMO) Senior Manager PTOC position within MITRE’s Center for Government Effectiveness and Modernization organization, which serves IRS/Treasury, SSA, Commerce, and Veteran’s Affairs customers. This role includes the management and coordination of both internal and external customer facing activities for respective business area and supports the principal stakeholders to integrate the various business partners (contracts, subcontracts, finance, security) to achieve targeted outcomes, including organizational strategy development, execution planning, and measurement, proposal development, and financial and budgetary needs.

Roles & Responsibilities:

This role includes the management and coordination of both internal and external customer facing activities for respective business area and supports the principal stakeholders to integrate the various business partners (contracts, subcontracts, finance, security) to achieve targeted outcomes, including organizational strategy development, execution planning, and measurement, proposal development, and financial and budgetary needs. The successful candidate will have expert knowledge and practical experience in all aspects of business operations, program management, and contract management disciplines. The role includes management of MITRE proposal activities. Other responsibilities include support across the entire contract lifecycle process, from initial opportunity identification and development (pipeline), including RFP response and proposal development, through effective post award project management and closeout.

Basic Qualifications:

  • Typically requires a minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience.

  • Strong knowledge of the Federal Acquisition Regulation (FAR), as well as program management functional elements. Extensive experience in managing Sponsor RFPs, including proposal development and negotiation. Extensive experience in successful management of projects within an IDIQ cost reimbursable task order contract environment.

  • Experience in working with Program Executive management on the identification and solution of technical, cost and schedule issues, including the optimization of performance and delivery.

  • Experience negotiating with Senior Government Acquisition representatives regarding matters related to the execution and continuance of FFRDC contract agreements.

  • Additional experience in effective risk identification and mitigation, process control and management, as well as customer relationship management.

  • VA suitability, IRS MBI are required.

  • This position requires a minimum of 50% hybrid on-site

Preferred Qualifications:

  • Expert knowledge of the Federal Acquisition Regulation (FAR), including application of cost principles, proposal development and negotiation, complex problem solving, and program management experience in a cost reimbursable IDIQ task order environment.

  • Additional experience in Subcontract and Partner Management, risk identification and mitigation, process control and management, as well as customer relationship management is desired.

  • Previous experience working with the execution and continuance of FFRDC contract agreements.
