Summary The Recreational Therapist position is located in the Physical Medicine and Rehabilitation Service (PM&R) at the Bedford VA Healthcare System in Bedford, MA. The position is full-time at 40 hours per week. Responsibilities The Recreation Therapist for the Bedford VA Medical Center is aligned under the Sensory & Physical Rehabilitation Service (SPRS) team, whose purpose is to provide care and rehabilitation to those Veterans with a variety of disabilities, such as amputation, paralysis, neurological disorders, orthopedic conditions, behavioral health, psychiatric diagnoses, dementia, spinal cord injury, traumatic brain injuries, respiratory disorders, chronic cardiovascular diseases, substance abuse, homelessness, and Veterans with multiple diagnoses. Complexity and responsibility of the duties will differ based on the grade for which you are hired. At the full performance (GS-11), duties include but not limited to: Performs the work of a recreation/creative arts therapist, which encompasses a variety of different duties and responsibilities. Demonstrates an advanced competency, which qualifies to perform patient evaluations and treatment procedures independently on patients with a variety of complex diagnoses and disabilities. Skills in program development and administrative aspects of patient treatments and has knowledge and ability in diversified recreation/creative arts therapy treatment services. Develops, organizes and administers recreation/creative arts therapy programs to provide therapeutic interventions to patients on the various programs: community living centers, hospice, sub-acute, dementia special care unit, inpatient psychiatry, inpatient, residential Homeless Veterans Program (REACH)), residential substance use programs, Mental Health Clinic, Mental Health Intensive Case Management (MHICM), Fitness and Wellness Clinic, and Whole Health/Move Program. Conducts, analyzes, interprets, and reports assessment data based upon functional domains (cognitive, sensory, social, affective, physical, and leisure). Incorporates the four-step process of: assessment, planning, implementation, and evaluation of services delivered, the therapist constructs appropriate and evidence-based recreation therapy interventions for treating patients with complex medical or mental health issues such as Polytrauma (TBI); Post-Traumatic Stress Disorder (PTSD); Substance Use Disorder/Addictions; Serious Mental Illness; and Hospice/Palliative Care. Provides and directs patient care and receives guidance from higher-level or supervisory staff members for only the most complex patients and require only general supervision. Reviews and consults recreation therapy and conduct comprehensive evaluations. Develops individualized treatment plans with measurable therapeutic goals and objectives. Recommends adaptations, modifications, and/or assistive technology to meet the assessed needs and preferences in recreation therapy. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Must be proficient in spoken and written English, as required by 38 U.S.C. § 7403(f). Education: The following education requirements apply to the recreation therapist: A bachelor's degree or higher, from an accredited college or university, with a major in therapeutic recreation or recreation/leisure, with an option and/or emphasis in therapeutic recreation. The degree must be approved by the National Council for Therapeutic Recreation Certification (NCTRC); OR, A bachelor's degree or higher in any field from an accredited college or university and must be a certified therapeutic recreation specialist (CTRS). The degree must be approved by the NCTRC. If hired under this education, the certification cannot be waived. Certification: Applicants must be certified in recreation therapy as a CTRS by the NCTRC. If hired under the second Education option, certification cannot be waived.4. English Language Proficiency - Must be proficient in spoken and written English, as required by 38 U.S.C. § 7403.May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Exception. Non-registered and/or non-certified applicants, who otherwise meet the eligibility requirements for registration and/or certification, may be given a temporary appointment as a graduate recreation or creative arts therapist, under the authority of 38 U.S.C. § 7405(c)(2)(B), for a period not to exceed two years. Applicants who fail to obtain registration and/or certification during this temporary full-time appointment may be terminated. The exception only applies to positions at the GS-7 and GS-9 level. For grade levels at or above the full performance level, the candidate must be registered and/or certified. Failure to become registered and/or certified within two years from the date of appointment will result in removal from the GS-0638 recreation and creative arts therapist occupation, and may result in termination of employment May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfathering Provision: All persons employed in VHA as a recreation or creative arts therapist, on the effective date of this qualification standard, are considered to have met all qualification requirements for the title, series, and grade held, including positive education, and registration and/or certification that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed, the following provisions apply: (1) Such employees may be reassigned, promoted up to, and including, the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journeyman level, or placed in supervisory or managerial positions. (2) Employees who were appointed on a temporary basis, prior to the effective date of the qualification standard, may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. (3) Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/registration/certification, that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. (4) Recreation and creative arts therapists who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements, in effect at the time of reentry, as a recreation or creative arts therapist. GRADE DETERMINATIONS: Recreation Therapist, GS-7 Experience/Education. None beyond the basic requirements. Recreation Therapist, GS-9 Experience/Education. At least one year of creditable experience at the next lower grade level, or a master's degree in recreation therapy may be substituted for the required one year of professional recreation therapist experience. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of assessment tools and treatment for the diagnosis or disability of the patient. Knowledge to interpret and apply all health and safety regulations, to minimize and mitigate risks in the provisions of patient care, and environmental maintenance. Ability to effectively communicate and educate patients, families, caregivers, and other health care professionals to facilitate the treatment process. Knowledge to apply evidence-based and best practice therapeutic techniques and interventions. Recreation Therapist, GS-11 Experience. At least one year of creditable experience at the next lower grade level. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to adapt assessment tools and treatment interventions to address the complexity of the diagnosis or disabilities and demonstrate the clinical reasoning necessary to identify the need for further in-depth specific assessment of function and utilization of unconventional methods and techniques. Knowledge to independently interpret provider referrals and consults; and apply all health and safety regulations to minimize and mitigate risks in the provision of patient care and the environment of care. Skill in effectively communicating and educating, in a clear and concise manner, with patients, families, caregivers, and other health care professionals to facilitate the interdisciplinary treatment process. Skill in independently utilizing appropriate screening and evaluation techniques required to appropriately provide direct patient care in areas such as, but not limited to recommendations for recreation therapy assistive devices, including fit and function. Skill in independently applying evidence-based and best practice therapeutic techniques and interventions. Knowledge of the principles and techniques in recreation therapy assessment and the treatment of recreation, leisure, and biopsychosocial functional deficits. Physical Requirements: The work requires frequent stooping, bending, walking, handling of wheelchairs and lifting in conjunction with treatment of patients. At times, there may be undue heavy lifting due to unforeseen circumstances such as preventing a patient from falling. Dexterity and skill in safe machinery techniques are required.
