Applied Research Solutions has an exciting opportunity for a Senior Civil Engineer to support the Air Force Life Cycle Management Center/PEO Digital Directorate International C2 & Sensors Division (AFLCMC/HBN). This role is pivotal in the International C2 & Sensors Program, which manages Foreign Military Sales (FMS) programs, delivering cost-effective defense capabilities to allied nations. The position supports both the HBNI Integrated Air and Missile Defense Branch (HBNI) and the Sensors Branch (HBNS), covering a portfolio that includes over 28 nations and 90 different projects involving Air Operations Centers (AOC), Command and Control (C2) programs, Ground Radars, and Air Surveillance Systems.

Key Responsibilities:

  • Problem-Solving & Innovation: Address unique or novel issues, significantly alter standard practices, and provide innovative recommendations for advancing programs or methods.

  • Expert Consultation: Offer expert advice to colleagues and agency officials, ensuring US program requirements are understood and implemented across all levels, both foreign and domestic.

  • Project Execution: Lead and execute significant projects that represent key segments of the agency’s operating programs.

  • Technology Evaluation: Assess the value and applicability of new or improved technologies, strategies, and trends.

  • Standards Development: Develop or collaborate in the formulation of new standards, applications, and concepts, extending the understanding of existing knowledge.

  • Quality Assurance: Implement strategies to affirm the integrity, economy, quality, and effectiveness of engineering programs.

  • Advocacy & Strategy: Advocate for strategies and actions to resolve novel, conflicting, or controversial issues or policies.

  • International & Cross-Agency Collaboration: Communicate with foreign civil agencies and work across US organizations (USACE, WPAFB Civil Engineering, NSA, CENTCOM/PACOM) to ensure the implementation of US requirements in various construction, security, and access projects.

  • Site Survey & Planning: Conduct site surveys, drawing analysis, and planning for pending construction projects.

  • Will perform other duties as assigned.

Minimum Required Qualifications:

  • Citizenship: Must be a US citizen.

  • Must have a Secret Security Clearance.

  • Education & Experience:

  • Bachelor’s Degree in a related field with 10 years of relevant experience, including 5 years in the Department of Defense (DoD), OR

  • 12 years of directly related experience, including 7 years in the DoD.

  • Technical Skills:

  • Strong knowledge of construction, environmental, and structural principles and techniques.

  • Familiarity with military and US building regulations.

  • Proficiency in reading and interpreting drawings and building plans.

Additional Information:

  • Location: This position is based in Billerica, MA, with a hybrid work schedule requiring a minimum of 2 days per week in the office.

  • Travel: The role requires up to 20% travel to locations in the Middle East and Pacific regions.
