This position performs supervisory activities for the Industrial Stormwater Unit at the Minnesota Pollution Control Agency (MPCA) which includes leading a team of staff that perform permitting and compliance and enforcement activities for implementing the Industrial Stormwater program. Supervisory tasks include to hire, transfer, suspend, promote, discharge, reward, discipline (grievances) and assign, direct and review work. This position is responsible for working with the section manager and lateral agency teams to build work plans, strategies, and program plans for the Industrial Stormwater program. This position works with United State Environmental Protection Agency (EPA) to achieve federal program commitments. This position also ensures unit staff assist with training, data management, and rule development activities.

Minimum Qualifications

A) One (1) year of supervisory experience in environmental protection/pollution control;

OR

B) Two (2) years of advanced professional experience in environmental protection/pollution control. Examples for internal candidates – (Environmental Specialist 4, Planner Principal, Hydrologist 2, Engineer 2 Graduate, Research Scientist 2, or related classes).

OR

C) Three (3) years of environmental experience performing work equivalent to an Environmental Specialist 3 level or senior level work directing, designing AND developing criteria for permits, enforcement, negotiation, or environmental programs.

OR

D) Equivalent combination of the above.

AND

Possess a valid Driver's license (see additional requirements)

Preferred Qualifications

Understands the MPCA's mission, objectives, and strategic planning efforts and the agency's business processes and can help define the technology architecture needed to support those processes.

Ability to understand the various aspects of information management services, state and federal fiscal and budgetary processes, personnel processes and procedures, labor contracts, contract management, purchasing activities, and media/community relations.

Understand federal and state regulatory frameworks and their applicability to permit projects and compliance and enforcement.

Accomplished project management to guide and direct a number of complex permit projects, compliance strategies, and enforcement cases while supporting staff and problem solving laterally and vertically to determine appropriate actions.

Accomplished leadership and management skills to effectively coach, train and lead peers.

Demonstrated ability to handle complex and controversial regulatory matters on short timelines.

Ability to interpret policy and regulations and effectively communicate agency positions to permittees, other government entities and the public.

Additional Requirements

A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check. Requires a Class D driver´s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds. Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
