Department Summary:

Within MITRE’s Intelligence Center the Strategy and Policy Department has the mission to enhance our sponsors’ policy formulation, planning, and strategy execution across the national security enterprise through all-source intelligence and resource analysis that informs decision-making to address threats in an era of strategic competition. Our vision is to guide the formulation and implementation of strategy and policy that enables sponsor transformation and addresses emerging national and global challenges by unlocking the full potential of intelligence analysis to advance the missions of our sponsors. The Department is accountable and responsible for programs with the Office of the Director of National Intelligence (ODNI), the Office of the Undersecretary of Defense for Intelligence and Security (OUSD I&S), and the Defense Intelligence Agency (DIA).

Roles & Responsibilities:

The Strategy and Policy Department seeks a Principal Intel, Strategy, and Policy Expert for our support to the Office of Office of the Director of National Intelligence which involves providing expert East Asis domain advice to the sponsor in the planning and oversight of the ODNI’s mission elements. Candidates will have a strong Intelligence and all-source analytic background with demonstrated technical experience in advancing intelligence analysis, and intelligence mission planning capabilities. Candidate must be able to work collaboratively with an integrated, federated MITRE team demonstrating strong teamwork and cooperation. We are looking for highly motivated, adaptive, and self-directed candidates with a deep subject matter expertise on Indo-Asia Pacific regional security affairs.

Responsibilities include:

  • Researcher, Investigator and Thought Leader: Perform research on foreign capability development and application and present findings (in written and oral presentations) for a wide range of stakeholders and audiences. Engage in and resolve complex investigations where data, information and evidence are incomplete or fragmentary. Develop original ideas, concepts, methods, and solutions/recommendations that are viable for adoption and impact in government mission contexts.

  • SME and Interdisciplinary Collaborator and Innovator: Work independently and as an expert on small problem-solving teams addressing complex national security challenges. Apply multidisciplinary expertise within groups composed of a diverse set of participants with varied expertise. Lead cooperation and collaboration among interdisciplinary groups to drive solutions with sums greater than the parts. Seize initiative to innovate and invent tailored solutions to address unique, emerging challenges.

  • Trusted Advisor to Policymakers, Acquisition Professionals, and Government Mission Operators: Apply and substantiate technical and domain expertise and make timely, relevant and actionable judgments and recommendations in support of sponsor requirements.

Basic Qualifications:

  • Current active U.S. Government clearance (TS/SCI) with a Polygraph

  • Bachelor’s Degree with a minimum of 10 years of relevant experience or master’s degree with a minimum of 8 years of relevant experience

  • Deep subject matter expertise concerning Indo-Asia Pacific regional security affairs as well as Chinese/Taiwan history, culture, politics, economic, military affairs and national approaches to the development and application of science and technology (S&T) and Engineering for national security/defense requirements

  • Experience living and/or working abroad

  • History of investigative research and publications (unclassified and classified)

Preferred Qualifications:

  • “Think Tank”, FFRDC, National Lab, or UARC experience

  • Demonstrated ability to utilize advanced analytic tools and to define requirements for their development/prototyping

  • Self-starting initiative and outstanding organizational / time management skills

  • Excellent written and oral communication with peers and with seniors

  • Strong interpersonal skills with Sponsor and with MITRE staff

  • Experience as a project manager and individual contributor

  • Solid understanding of sponsor mission, environment, constraints, technical landscape, and strategic direction

  • Demonstrated ability to work successfully with demanding customers

  • Broad knowledge of MITRE sponsors and detailed knowledge of the role/function of the modern FFRDC

  • Success leading/managing and participating as a contributor to small, interdisciplinary work groups
