Duties Description As a Human Resources Specialist 1, you will work in Greater Binghamton Health Center's Human Resource Office and your duties will include: • Preparing employment transactions in accordance with Civil Service Law• Reviewing and preparing requests for new positions, reclassifications, and increases in minimum hiring rates• Developing recruitment strategies• Corresponding with potential applicants about job opportunities• Counseling employees as needed• Overseeing the administration of time and attendance rules
Minimum Qualifications Greater Binghamton Health Center is recruiting a Human Resources Specialist 1 to performance a variety Human Resources functions including recruitment, employee benefits, health and safety, and labor relations. Candidates from outside or within State Service can apply.Minimum Qualifications: Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement – Statewide (NY HELPS) program as a Human Resources Specialist 1 if they have a bachelor’s degree and 2 years of professional human resources experience.Substitution: Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.ORCandidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement – Statewide (NY HELPS) program as a Human Resources Specialist Trainee 1 if they have a bachelor’s degree.To be advanced to the full performance level, Human Resources Specialist 1, you must successfully complete a 2 year traineeship.ORCandidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement – Statewide (NY HELPS) program as a Human Resources Specialist Trainee 2 if they have a bachelor’s degree and 1 year of professional human resources experience.Substitution: Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.To be advanced to the full performance level, Human Resources Specialist 1, you must successfully complete a 1 year of the traineeship.ORCandidates from outside or within State Service can be considered for a competitive class appointment if they are reachable on a current Professional Career Opportunities (PCO) eligible list. Appointment from this eligible list would be as a Training Specialist 1 Trainee and to be advanced to the full performance level, Trainee Specialist 1, you must successfully complete a 2 year traineeship.ORCandidates within State Service can be considered for a competitive class appointment if they are reachable on the Public Administration Traineeship Transition (PATT) eligible list. Appointment from this eligible list would be as a Human Resources Specialist Trainee 1 and to be advanced to the full performance level, Human Resources Specialist 1, you must successfully complete a 2 year traineeship.ORCandidates within State Service can be considered for a competitive class appointment if they have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service Law.
