Position Description The Anoka County Job Training Center's mission is to contribute to the success of individuals and employers through workforce development services. We have an immediate opening for a Manager, Employment Services. This role involves providing strategic programmatic guidance and managing a team responsible for ensuring compliance and progress toward performance goals and funding guidelines. The ideal candidate will have a proven track record in workforce development and experience leading teams to achieve organizational objectives. This is a full-time, exempt, hybridposition. Interviews will take place the week of September 3rd, 2024 for those selected to move forward in the hiring process. Pay & Benefits Salary: $80,516 to $96,616 ($38.71 to $46.45 per hour). 2024 Anoka County Salary Schedule Grade 36. $80,516 to $112,715 ($38.71 to $54.19 per hour). 24 days of paid flexible time off and up to 12.5 paid holidays. Advancement/professional development opportunities. Work Location This position will work at Blaine Human Services Center, located at 1201 89th Ave NE, Blaine, MN 55434. This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office. Expected work hours are Monday - Friday, 8:00 a.m. - 4:30 p.m. Job Duties and Responsibilities These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Manager, Employment Services. Oversee complex daily operations of employees responsible for diverse and equitable program and case management. Interpret state, federal and special programs regulations and guidelines. Provide overall management and implementation of employment and training programs and complete required work plans, reports and program evaluations. Partner to develop and monitor budgets, program plans and performance standards. Provide input into overall department planning and budget. Facilitate strategic planning for employment and training programs, projects, and grant management. Partner with clients and employees on complaints and emergency situations. Provide reports and present to the appropriate stakeholders any program changes, changes in workload, and potential problems or concerns. Identify opportunities to improve efficiency, customer service and performance. Establish and maintain relationships with partner agencies including developing/monitoring contracts. Participate in agency committees and programmatic task forces to assist in the development of policies and procedures, program practices and services. Conduct research on community needs and changes in legislation that affect programs. Participate in onsite department coverage and acts as department signer. Provide leadership, coaching, and/or mentoring to unit, providing daily management and work direction. Manage a team and provide direction to rioritize workloads, train team members, and collaborate and coordinate with leaders and teams throughout the county. Manage recruitment efforts for career counselors and related staffing needs. Qualifications and Requirements: Minimum Knowledge, Skills, and Abilities Needed Requires a bachelor's degree and at least 5 years (2,080 annual hours) of job-related experience working with employment and training programs. In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis. Preferred Knowledge, Skills, and Abilities Needed Degree in Education, Human Services, Social Services or related field. Previous leadership experience. Knowledge of employment and training programs. Experience of career guidance with in-demand industry sectors and career pathway programs. Experience in project management, grant writing and program planning. Skill in leadership, coaching, and positive mentoring. Able to interpret and follow complex oral and written instructions. Able to organize workload and efficiently prioritize and meet multiple programs demands and deadlines. Attention to detail and analytical skills. Strong verbal and written communication skills. Physical Demands and Work Conditions Standard office environment. Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness. Hearing abilities required for general and phone communication, signals, and machine sounds. Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work. Occasional lifting of 10-20 lbs. Equipment used includes computers, phones, and standard office equipment. Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle.
