Summary The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives and affiliated Islanders. Responsibilities This position is located in the Department of the Interior (DOI), Office of the Secretary, DAS Public Safety, Resource Protection, and Emergency Services (DAS-PRE), Office of Aviation Services (OAS), Aviation Safety, Training, Program Evaluations, and Quality Management (ASTPEQM), in Boise, Idaho. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: Conducts thorough interviews to extract critical information, following leads to uncover hidden connections or inconsistencies. Researches and analyzes records to build a comprehensive report for the purpose of reconstructing events to establish timelines and clarify sequences of actions. Collaborates with other investigators, legal counsel, other agencies, and stakeholders to ensure investigations are done correctly, all while maintaining confidentiality and adhering to ethical standards. Investigates aviation accidents, including aircraft operations, training, maintenance, structures, systems, and aircrew performance, to determine probable causes. Collects and analyzes evidence such as wreckage distribution, failed components, pilot records, Air Traffic Control (ATC) data, weather conditions, and human performance factors. Consults with bureau aviation managers to identify priority issues for improvement associated with aviation operations. Works with bureau field organizations to identify high risk or aviation program deficiencies and develops suitable resolutions assuring compatibility between policy requirements and mission objectives. Reviews aircraft mishap reports and pertinent data on an annual basis for determination of trends. Briefs the OAS Aviation Safety, Training, Program Evaluations, and Quality Management (ASTPEQM) staff on observations, conclusions, and recommendations for accident and incident prevention actions. Ensures changes introduced into Division procedures are included in the appropriate (Quality Management System) QMS process revision, submitting preventative and corrective action plans to the Quality Management Representative as needed for improvements. Contributes to the development of the OAS Safety Management System (SMS) processes. Assists in the contract award processes by evaluating the SMS component included in vendor offers. The Office of Aviation Services has determined that the duties of this position are suitable for telework and the selectee maybe allowed to telework with supervisor approval. This position is included in a bargaining unit. The National Federation of Federal Employees (NFFE), Local 2052, is the exclusive representative of all employees in this bargaining unit. Salary Range Information: GS-13: $103,409 (Step 1) - $134,435 (Step 10) per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available. Qualifications Minimum Qualification Requirements: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as experience: Developing technical communications to produce mishap reports; Applying safety management system principles, and Participating in aviation investigations. Conditions of Employment: Obtain UAS pilot qualification as defined by DOI Operational Procedures Manual (OPM) 09-11 on selected Department-operated UAS within the first year upon entrance on duty. Requirements: Driver's License Requirement: A valid state driver's license is required to drive to various field locations as required. Therefore, you must possess and maintain a valid state driver's license. Drug Test Requirement: This position is subject to both pre-employment and random drug testing as a condition of employment. Applicants will not be appointed to the position if a verified positive drug test is received. Physical Demands: The incumbent is involved in some physical exertion and hardships when conducting on-site investigations. The incumbent is also required to lift and transport personal equipment and tools to conduct on-site investigations. Extensive hiking may be required, and long periods of standing and sitting in confined cockpits are required as a routine part of the work. Work Environment: The work is mostly accomplished in an office environment; however, some of the work is performed outdoors, in isolated field locations. During on-site investigations, the work may be conducted in all possible weather conditions such as heavy rains, sub-zero, severe arctic conditions for several hours, hot, and arid climate. Terrain may include high, rugged mountains, dense forests, swamps and grasslands, desert areas, in open-seas, rivers and lakes, and in the Alaska tundra. In certain aviation operations, it is necessary to wear protective clothing such as protective helmet, gloves, boots, and fire-retardant clothing. Travel to remote locations on short notice (i.e., less than 24 hours) may be required. Extensive travel may be required and can occur at different times throughout the year. The incumbent is required to travel in light aircraft, automobiles, or on commercial airlines to perform work in the field.
