The Idaho Transportation Department seeks an enthusiastic and motivated program manager to oversee the Office of Civil Rights programs. This position will report directly to the Chief Innovation Experience Officer .

The Idaho Transportation Department has an opening for a Civil Rights Program Manager. The incumbent in this position will ensure regulatory compliance with state and federal laws and provide leadership for two direct reports. The manager will oversee, direct, develop, assess, and provide guidance for the daily statewide activities of major Civil Rights programs, including but not limited to Equal Employment Opportunity (EEO), Disadvantaged Business Enterprise (DBE), Americans with Disabilities Act (ADA), and the Civil Rights Program under Title VI, and other related work.

EXAMPLE OF DUTIES:

Your Role

  • Directs, develops, and assesses program effectiveness

  • Provides guidance and ensures compliance for external statewide activities of EEO, Affirmative Action, Disadvantaged Business Enterprise (DBE), ADA, Civil Rights, On-the-Job Training, and Contractor Compliance programs

  • Writes policies and procedures, correspondence, reports, technical manuals, case documentation and recommendations

  • Serves as liaison to represent the Department with the Federal Highway Administration (FHWA), Federal Transit Administration (FTA), Federal Aviation Administration (FAA), local government entities, community-based organizations and other key stakeholders

  • Reviews section budget and approves expenditures

  • Hire, train, and supervise staff

    Supports business development activities to

  • Meet federal and state requirements related to minority and women-owned businesses seeking contract opportunities with the Idaho Transportation Department

  • Ensure the development of business and long-range plans regarding the Office of Civil Rights programs

  • Direct program activities designed to enhance and develop disadvantaged business enterprises

  • Direct DBE supportive training initiatives to ensure that the program meets the needs of DBE firms

  • Direct efforts to emphasize the development of public and private partnerships to support DBE programs

    Directs compliance activities for

  • EEO, ADA, Affirmative Action, Contract Compliance, and Title VI

  • Interpret federal and state regulations

  • Conduct audits of projects

  • Provide advice and assistance to staff

  • Investigate complaints of program violations and make recommendations for corrective action

  • Develop and submit required reports, compliance review, and prepare responses to state and federal compliance reviews

  • Develop and deliver training to promote understanding and participation in the program area.

    MINIMUM QUALIFICATIONS:

    Good knowledge of management practices

    Experience

  • Implementing EEO or human resource-related programs and monitoring program performance

  • Conducting EEO or human resource investigations or compliance reviews findings and recommending appropriate actions

  • Interpreting and applying laws, regulations, and court rulings related to EEO, affirmative action, and employment discrimination

    Some knowledge of

  • Training methods

  • Business assistance, marketing concepts, and development practices
