Assists the Project Manager or Senior Project Manager in developing construction plans, estimates and schedules for multiple facilities-related construction projects.
Leads portions of projects through feasibility and/or facility location studies and conceptual design with a potential mix of both internal and external stakeholders.

Essential Functions
Leads portions of small to mid-sized projects in a variety of facility construction projects. Assists in defining project scope, goals and objectives by working closely with a project or program manager or, in some cases, a project sponsor. Defines project tasks, timelines and estimates by working with the project team. Monitors task progress with an eye toward project schedule milestones. Identifies and escalates issues as needed to ensure execution against the project schedule. Adheres to quality standards, the city’s standards for project management, methods, templates and processes.
Coordinates project procurement processes, including preparing parts of bid packages and published proposals as needed. Assists and organizes project team during vendor selection. Tracks contract submittals, invoices and other contractual approvals for the project.
Adheres to task and/or project budget. Assists project manager or line manager in tracking actuals spent against the approved project budget. Works closely with the finance department to manage costs for projects.
Assists with the development and design of projects, portfolio and program management. Supports implementation strategies and discusses recommendations, options, alternatives and courses of action to achieve department goals.
Coordinates, facilitates and delivers internal organizational planning and development projects including compliance assurance. Coordinates interdepartmental communication to facilitate the flow of information through the departments. Cultivates, fosters and maintains positive working relationships through the departments.

Requirements
Required Knowledge, Experience, And Training
Associate's degree and
2 years of experience acting as a project team member being assigned portions of projects to be completed or some experience leading small, stand-alone projects.
Knowledge of:
project management principles, practices and procedures;
contract administration and project accounting, including budget development and management; and
computer usage including related software.
Ability to:
understand and follow policies, procedures and department objectives;
understand and interpret technical material, rules, regulations, instructions, reports, charts, graphs or tables;
demonstrate strong attention to detail;
communicate effectively in the English language at a level necessary for efficient job performance; and
perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.
Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
Bachelor's degree in engineering, construction management, architecture, computer science, business or related field, or an equivalent combination of education and experience.
Knowledge of:; construction/engineering project tasks including plan reviews, permitting processes and construction phases; and construction management and engineering principles, practices and procedures, including estimating techniques for public works projects.
Licensing And Other Requirements
Valid state-issued driver's license.

Physical Efforts
While performing the duties of this job the employee is occasionally lifting/carrying up to 10 pounds and rarely lifting/carrying up to 20 pounds. Also, the employee is occasionally pushing/pulling up to 10 pounds and rarely pushing/pulling up to 35 pounds. The noise level is rarely moderate. Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach and grasp. Position requires hand/finger dexterity.
Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees will also drive a vehicle as part of this position.
