This position is located with the BLM Fire & Aviation Directorate, Branch of Aviation, located at the National Interagency Fire Center (NIFC), in Boise, Idaho. Responsibilities The incumbent is recognized as the national expert and program and policy authority in the area of aviation management. Serves as the principal aviation advisor to the Assistant Director Fire and Aviation, other staff at NIFC, BLM State Offices and the Department of the Interior. Identifies and develops Bureau aviation policies, methods, procedures and standardized technical specifications for a variety of specialized firefighting and other natural resource missions for incorporation into the directives system. Coordinates aviation related activities between the Washington Office, BLM State Offices and with other wild land firefighting, regulatory, investigative and military agencies and services. Represents the BLM on national level interagency committees to develop Department-wide and Government-wide aviation policies, requirements, procedures and reports and at industry meetings and conventions. Develops and implements aviation safety programs, aviation risk management, mishap trend analyses and accident prevention measures. Supervises, prioritizes, coordinates and evaluates the work of professional and support staff members to carry out centralized and remote aviation management and operational functions. Incumbent may pilot an aircraft in those instances where employee has the appropriate training, ratings and/or endorsements and meets the requirements of the FAA and DOI requirements for government pilots for the assigned aircraft and mission. Pilot responsibilities will occur at the discretion and approval of the employees supervisor. Requirements Conditions of Employment Qualifications Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-15: You must possess one (1) full year of specialized experience at or equivalent to the GS-14 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience advising agency officials at the regional or national level concerning natural resource policy (e.g. Fire and Aviation), aviation contracts and/or operations, and decision-making, safety measures, budget requirements or cost management strategies, etc. Experience managing a natural resource program(s) (e.g. Fire and Aviation) to include staff, budget, and performance measures; performing safety, risk management, technical, and/or administrative evaluations of natural resource programs at a regional or national level; experience leading the development and implementation of significant regional or national (or equivalent) policy to guide natural resource programs (e.g. fire and aviation), organizational structure, strategic planning and fire management. There is no substitution of education for specialized experience at the GS-15 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Firefighter Special Retirement (Secondary Coverage): This is a secondary/administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. THIS IS A DRUG TESTING DESIGNATED POSITION in accordance with Executive Order 12564, and under the Department's Drug Free Workplace Program. In addition, this position is subject to random testing for illegal drug use. In addition, this position requires that an individual obtain and maintain a Security Clearance. A favorable determination of the background investigation must be completed and a Secret Clearance granted prior to placement. The issuance of an interim Secret Clearance may be granted. On November 21, 2023 the U.S. Office of Personnel Management (OPM) approved the Department of the Interior (Interior), Office of Aviation Services (OAS) special rate request which covers certain GS pilot positions within Interior. Selectee will be responsible for tax obligations related to payments for moving expenses - 2017 Tax Cuts and Job Act, Public Law 115-97. Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
