The Idaho Division of Human Resources (DHR) is seeking a Learning & Development Specialist, Senior. This announcement will be used to fill a classified position located in Boise, ID. This position will provide support for State of Idaho employee learning and development for the Idaho Division of Human Resources.

Summary:

Responsible for facilitation and development of learning and development activities for State of Idaho employees. May lead or assist in training content development and/or performing related work.

Responsibilities:

Facilitation

  • Develops facilitation strategies and deliver development solutions in areas such as conflict resolution, team building, skills training, workflow process or organizational changes, project management

  • Performs workgroup facilitation and mediation

  • May coordinate and facilitate strategic planning sessions.

    Training and curriculum development

  • Researches and assesses training needs and requirements

  • Establishes objectives and designs curricula and courses to meet those needs

  • Develops supporting materials

  • Facilitates courses and group discussions during the conduct of training

  • Utilizes a learning management system for record-keeping and deployment of e-learning content

  • May monitor and evaluate staff or contract trainers to evaluate quality of experience provided

  • May develop, implement, and supervise train-the-trainer program

  • May monitor project budgets and oversee participant records

  • Consults with management regarding organizational effectiveness and employee development needs

  • May research and develop or review and recommend use of vendor-based materials for organizational development and system improvement projects

  • May develop and monitor contracts.

    Organizational development

  • Consults with department management across programs to identify, diagnose, and problem-solve organizational effectiveness problems and solutions

  • Designs instructional interventions

  • Implements work group intervention strategies, e.g., organizational climate surveys and resultant interventions, coaching, mediation and mentoring

  • May provide career counseling.

    Minimum Qualifications:

    Some knowledge of:

  • Organizational theory

    Good knowledge of:

  • Adult learning theory

  • Facilitation methods

Experience:

  • Evaluating and facilitating learning and development for adult groups in structured learning situations

  • Using a variety of facilitation methods

  • Applying web-based technologies in a blended learning environment

  • Developing and producing dynamic multimedia content, using combinations of digital imagery, digital audio and visual techniques, graphic design, animation, and online applications

  • Managing content and records within a learning management system

    Supplemental Information:

    This position may require occasional statewide travel.
