Description:

The Rural Resources Manager coordinates and collaborates with diverse public and private stakeholders with the goal of strengthening communities and improving the quality of life in rural Idaho. The Rural Resources Manager works closely with Idaho communities, stakeholders, and industries to identify opportunities and overcome barriers to growth in rural Idaho. The Rural Resources Manager will forge strong relationships with rural communities, businesses, officials, and other government & economic organizations to further develop strong ties and prosperity for rural Idaho. The Rural Resources Manager is based out of the Idaho Department of Commerce downtown Boise office. Some in state and out of state travel will be required. The position requires a high degree of business acumen, strong written and verbal communication skills, and the ability to build strong relationships with clients, local economic development professionals, local officials, and state agency partners.

Program Management:

  • Serves on the Commerce Management Team

  • Develops and implements the departments Rural Resources program, as well as the program goals, polices, procedures, and priorities

  • Identifies decision-making issues and key stakeholders

  • Develops and implements strategies to encourage and obtain stakeholder awareness and support

  • Coordinates programmatic activities with private sector, federal, state, international and local agencies, and community groups

  • Implements marketing programs

  • Establish key performance indicators (KPIs) to assess the success of strategic initiatives

  • Regularly evaluate the impact of projects and adjust strategies as needed

  • Prepares and monitors the program budget

  • Trains, assigns work to, motivates, and evaluates performance of program staff

  • Recommends appropriate performance measurements and issues periodic progress reports

Example of Duties:

  • Builds relationships and gathers information through strategic & collaborative outreach with Idaho’ rural communities and stakeholders like economic development districts, economic development organizations, nonprofits, state and federal agencies and other stakeholders

  • Act as a clearinghouse of information and as a referral center on rural programs and policies.

  • Implements the Idaho Rural Partnership (IRP) program and activities and coordinates the IRP Board.

  • Develops, maintains and implements programs and initiatives through Idaho’s statewide rural strategy.

  • Represent Idaho on the Partners for Rural America board.

  • Conduct research to rural communities and facilitate communication between rural residents and public and private organizations that provide services to rural communities.

  • Markets Idaho Department of Commerce programs and resources, as well as partner organization resources, to rural businesses and communities across the state

  • Provides rural stakeholders with data analytics requests, such as Lightcast, IBIS World, and Hoovers research

  • Lead in marketing, facilitating, reviewing, scoring, and tracking applications and encumbrances (as applicable) for the statewide EDPRO program and the Idaho Gem Grant program.

  • State Coordinator for the Idaho Main Street program.

  • Lead for planning and implementation of the Northwest Community Development Institute (NWDCI)

  • Liaison for State of Idaho Disaster Response and Hazard Mitigation Plan

  • Assist with the review and nomination of counties and census tracts for HUBZone designations.

  • Facilitates and/or presents webinars/trainings to rural communities and businesses on community and economic development topics.

  • Organizes and attends conferences, events, and meetings to network with industry professionals and stay informed about trends and best practices for rural Idaho.

Minimum Qualifications:

Good knowledge of:

  • Business management and organizational practices

Experience:

  • Planning, negotiating, and implementing projects and resolving conflicts;

  • Creating, organizing, and conducting public meetings, seminars, and promotional events;

  • Planning and developing marketing and public relations strategies and programs

Some knowledge of:

  • Contracts/grants

    MQ Specialties:

  • Experience supervising staff or contract employees

Economic Development:

Good knowledge of:

  • Public and private sector financing methods and practices

Experience:

  • Planning and developing economic development, business development and financing projects

Preferred Qualifications:

  • Strong leadership qualities to guide and motivate team members

  • Ability to inspire and drive collaboration among team members and external partners

  • Good knowledge of working in a professional capacity with federal, state, or local economic development/assistance programs, evaluating and recommending appropriate business site locations and expansions

  • Good knowledge of placemaking, and rural and regional land use planning and resource management.

  • Excellent verbal and written communication skills to effectively convey ideas, policies, and plans to diverse stakeholders

  • Good knowledge of promotion and marketing concepts and social media

  • Understanding of rural Idaho’s industries and business environments

  • Good knowledge of Microsoft Office programs including Word, Excel, PowerPoint etc.
