The Idaho Division of Human Resources (DHR) is seeking a Support Services Program Manager. This announcement will be used to fill a classified position located at DHR Central Office in Boise, ID.
Summary:
To manage and lead a major statewide support program within the Division of Human Resources, overseeing critical support functions such as payroll, benefits, and document management collaborating with the Office of Group Insurance (OGI), PERSI and the State Controller’s Office (SCO). This role ensures the development, direction, and alignment of resources and processes with statewide objectives to effectively support agency HR services.
Responsibilities:
Collaborate with stakeholders to develop processes and procedures to support HR field staff in the areas of benefits and payroll
Act as a subject matter expert to provide guidance on benefits administration
Troubleshoot and resolve complex benefits or payroll issues
Ensure compliance with state and federal requirements or regulations
Explore efficiencies of benefits and payroll processes
Manage and optimize the use of Smartsheets for tracking, automating, and reporting on processes and project plans
Provide training and support to staff on Smartsheets use
Seek opportunities to enhance the effectiveness of Smartsheets and other internal tools
Lead the transition of HR and related files to electronic document management
Ensure secure, efficient, and organized management of state employee records
Implement quality assurance measures to maintain high standards in document management
Provide clear focus and direction for a major statewide program
Provide leadership to ensure a sustainable and integrated services system
Direct staff, develop and recommend program objectives, policies and procedures and manage budgets
Identify, develop, implement and evaluate program partnerships, cooperative relationships, models and practices that position the program to support Department strategic objectives
Ensure program quality, integrity, and compliance with state and federal program requirements
Maximize use of program resources to support program quality and innovation
Seek opportunities for cooperation, collaboration, partnership and integration with other programs and efforts
Measure program outcomes
Utilize and model learning organization principles in program and staff leadership and problem solving
Provide clear focus and direction
Confront difficult issues, identify alternatives, and decide on a course of action
