The Massachusetts Department of Public Health (DPH) seeks an experienced Epidemiologist to serve as a Field Operations Supervisor within the Division of Sexually Transmitted Disease (STD) Prevention. As a direct report to the Director of Field Operations, this position co-leads a team of field epidemiologists who perform case investigations of sexually transmitted diseases (STDs) of public health importance, to limit transmission and prevent morbidity. The position oversees staff and ensures the quality of the epidemiological surveillance and investigation data being gathered in the field. The Field Operations Supervisor serves as an educational resource for professional and public stakeholders regarding laws and regulations for STDs, and develops procedures, protocols, and activities dealing with communicable disease control for STDs, including HIV. This role helps to formulate disease prevention policies with intra-departmental working groups. The Field Operations Supervisor acts as a division liaison among internal partners of the Bureau of Infectious Disease and Laboratory Sciences (BIDLS), including the Office of HIV/AIDS, and the Division of Surveillance, Analytics, and Informatics (DSAI), as well as external stakeholders and partners in STD data collection and analysis such as clinicians and other healthcare providers. The position is responsible for the upkeep and analysis of routine and enhanced STD datasets; informs the application of surveillance data to programmatic initiatives; and guides the dissemination of STD epidemiologic information within MDPH and with external partners. This is a pivotal position in the STD Division, providing ongoing examination of the quality of staff investigations and subsequent data entry, to inform program and quantify progress toward meeting public health objectives to reduce the burden of sexually transmitted diseases. As one of the Field Operations Supervisors, this role's primary responsibility is to supervise a team of field epidemiologists. This individual routinely evaluates laboratory and clinical surveillance data and assigns cases for field follow-up based on findings. The Field Operations Supervisor monitors case documentation and closure for direct reports and provides supervisory support to staff as needed. This role trains staff regarding Division and Bureau policies, protocols, and procedures, and ensures that staff are adherent to trainings, established protocols and procedures. This role meets with staff regularly to review case management activity, and oversees a caseload of individuals prioritized for follow-up, including persons with evidence of syphilis infection or other sexually transmitted infections of public health importance. The Field Operations Supervisor provides technical assistance regarding state and federal recommendations for STD testing, treatment, and follow-up to clinicians, MDPH staff and to the public. This position is responsible for preparing reports to inform supervision of field staff and for the presentation of data back to the Division Director. In collaboration with internal partners (DSAI and HIV/STD Surveillance), this role provides content recommendations to inform and support the BIDLS surveillance and case management system (MAVEN) as it relates to the Division of STD Prevention (DSTDP). Learn more about what it’s like to work at the State Public Health Lab. _Duties and Responsibilities (these duties are a general summary and not all inclusive):_ * Provides education, training and technical assistance to Field Epidemiologist conducting field phlebotomy on best practices targeting high risk population, to include field testing and referrals to testing and treatment facilities. * Promotes harm reduction efforts in the DSTDP through a variety of methods to include, but not limited to, overdose education to healthcare professionals and patients, collaborating with the substance use and prevention program on the distribution of Naloxone to patients, and providing suggestion on projects to improve harm reduction efforts in the DSTDP. * Advises field staff on quality of work, including whether and in what areas they are meeting achievement expectations. * Works to set action plans to improve measures of performance. Implements disciplinary procedures as needed. * Informs and supports development of programmatic business requirements. Contributes to the development of project procedure manuals and written reports, including annual and interim reports. * Develops and evaluates protocols for the management and collection of STD surveillance and case management data. * Establishes and monitors baseline levels of morbidity and mortality; conducts appropriate follow-up analysis including outbreak investigation and advises public health response. * Provides additional analysis of STD surveillance data including but not limited to sexual network analysis, cross-matching with other diseases (e.g., HIV), associations with co-morbidities (geographic area, social determinants of health, and insurance status), and enhanced surveillance activities. _Required Qualifications:_ * Knowledge of the principles and practices of epidemiology. * Awareness of the research methods and techniques followed in epidemiology. * Ability to utilize computers and applications. * Skilled to analyze and determine the applicability of epidemiological data, to draw conclusions and make appropriate recommendations. * Capacity to give oral and written instructions in a precise and understandable manner. * Ability to make effective oral presentations. * Talent to recognize, evaluate and respond to emergency situations; ability to adjust to changing situations to meet emergency or changing program or production requirements. * Potential to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and or evaluations; determining subordinates training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action. _Preferred Qualifications:_ * Detailed familiarity with program, trainings, and policies in BIDLS including Passport to Partner Services (the CDC sponsored training module for Disease Intervention Specialists), the Massachusetts Virtual Epidemiologic Network (MAVEN, the core surveillance platform of BIDLS), the HIV prevention and care system (funded through the Office of HIV/AIDS (OHA)), and the operational, budgetary, and human resource systems that govern MDPH. * Ability to develop evidence-based protocols and present data at meetings of internal and external stakeholders. _Working Conditions:_ * May be required to respond to infectious disease emergencies as part of the epidemiology team on a 24 hours/day, 7/day/week basis. _About the Bureau of Infectious Disease and Laboratory Sciences (BIDLS):_ The DPH Bureau of Infectious Disease and Laboratory Sciences (BIDLS), predominantly located in Jamaica Plain, provides public health response to infectious disease. These services include programmatic and epidemiologic response, as well as laboratory testing through the State Public Health Laboratory (SPHL). Infectious disease response services address concerns of the general public as well as those disproportionately affected by infectious disease through a variety of risk factors. BIDLS administers ongoing disease reporting for over 90 reportable diseases in the state. Disease reporting review and follow-up with clinical providers and local boards of health is a central function of the bureau. Surveillance activity is complemented by an extensive contracted service system. These services are funded through state and federal resources and include prevention education, community outreach screening for infectious disease, immunization services, health service navigation, medical case management, insurance enrollment, housing assistance, and referral and linkage to infectious disease treatment. The SPHL provides scientific expertise and capacity to identify infectious agents, chemical agents, and other toxins that cause human disease. The SPHL is an active partner in joint activities with other bureaus/agencies such as environmental health, food and drug, agriculture, disease prevention and health promotion programs, and public safety. The SPHL is a reference laboratory of the national Laboratory Response Network (LRN) and is a U.S. Centers for Disease Control and Prevention (CDC) Select Agent laboratory.
