Boston Public Schools Mechanical Engineer (SY24-25) in Boston, Massachusetts

REPORTS TO: Assistant Director of Planning, Engineering, Sustainability, and Environment POSITION OVERVIEW: The Mechanical Engineer resides in the Facilities Management Department within the Operations Division of the Boston Public Schools, and reports to the Assistant Director of Planning, Engineering, Sustainability, and Environment. The Mechanical Engineer will manage the daily operation, maintenance, construction, repairs, planning and design for all HVAC, Electrical, Plumbing, Energy Management Systems, Elevators and Fire Protection Systems; Work with Architects to develop upgrades and renovations in conjunction with systems and building upgrades (HVAC, IAQ, Lead, waste, building materials, etc.); Develop Capital Upgrades and plan for school environmental and sustainability upgrades; Work with the City of Boston Public Facilities Department and other city partners on similar project scopes. Help to bring BPS building health up to 21st century standards in coordination with fellow Facilities and Capital Planning project managers as well as City, state, and federal partners on new initiatives; Track metrics related to indoor environmental quality and building health, BPS sustainability/Green New Deal for BPS, and KPIs easily referenced by national standards. RESPONSIBILITIES: Under the direction and support of the Assistant Director and Executive Director, management of daily operation, maintenance, construction, repairs, planning and design for all HVAC, Electrical, Plumbing, Energy Management Systems, Elevators and Fire Protection Systems for all BPS Buildings. Management and oversight of HVAC, ATC, Elevator, Fire Extinguisher, Co-Generator Maintenance and Air Filter Maintenance Contracts. Develop and monitor contract budgets and change orders. Direct Project Management of various projects such as Various Mechanical Upgrades (typically co through HVAC Maintenance Contract, New Cooling Towers, Chillers, etc..), Elevator Modernizations (1 per summer typical, and HC Chair Lifts, security card access), Co-Generator Replacement, operation and Repairs. Coordinate fire extinguisher and kitchen suppression systems inspections with on-going building occupancy permit inspections. Over-sight of Energy Efficiency projects. Coordinate annual elevator inspections with and required by the MA Department of Public Safety, including BPS Fire Alarm and Electrical Divisions. Directs various BPS employees in the daily operation, maintenance and repairs of BPS building mechanical systems, including HVAC, Automatic Temperature Control, Energy Management, Elevators and fire extinguishers-suppression systems. Authorizes over-time for the same as required for after-hours maintenance and repairs, and response to emergencies. Develop and Review plans and specifications for construction projects. Directly responsible for the direction of 2 elevator mechanics and 2 fire extinguishers-fire suppression system technicians for daily work schedule. Responds to all calls, and coordinates personnel and equipment on a 24 hour, 7 day basis to handle departmental emergencies. Available, as needed, after business hours including nights, holidays, weekends to assist in handling emergency situations. Responds to emergencies and executes contingency plans as needed. Coordinate maintenance and repairs of BPS buildings with various external agencies and utilities, such as ISD, BFD, State Department of Public Safety, Eversource, National Grid, etc., for HVAC, Environmental, Elevators and Fire Extinguishers and Systems Responsible for the oversight and coordination of projects. Coordinate design with specification writing in preparation for public bids. Maintain relationships with all contractors working with the Facilities Management Department. Provide guidance and expertise on BPS Green Schools Design Guidelines and work with architects and BPS staff developing the BPS Facilities Master Plan to incorporate sustainability requirements. Assess school building needs and execute all necessary reports and filings: Prepare technical reports and analyses as requested. Visit school buildings to determine the extent of building problems and submit recommendations to department Monitor ongoing challenges and contribute to development of project plans: Read and interpret existing building plans. Using current technology and communications tools, prepare and maintain a variety of narrative and statistical reports, presentations, records, correspondences, and files related to assigned projects. Manage any budgets and contracts affiliated with assigned initiatives and projects. Write budgets, grant applications, rebate applications, or project proposals to secure funding for assigned initiatives and projects. Participate in staff, school, and community meetings as required by the functions of the position. Visit BPS schools as required by the functions of the position. Performs other responsibilities as requested by the Assistant Director; Project Director, Deputy Director, Executive Director, and Chief Operating Officer. QUALIFICATIONS - REQUIRED EDUCATION AND RELATED WORK EXPERIENCE Undergraduate degree in Mechanical Engineering or Civil Engineering. Knowledge of physical facilities and school buildings. 7-10 years of experience employed in a professional setting. Experience in school construction and contracts. Familiarity with reading and reviewing plans and specs, working with building trades, and construction processes. Experience with budget and financial management. Experience using computers, Microsoft Office suite, Google Drive suite, and electronic communications tools. Experience with management of small and large projects, including fundraising, managing budgets and timelines, coordinating with stakeholders, and reporting on project results. Extensive experience initiating and managing relationships with various partners in the private and public sectors. Current authorization to work in the United States. An understanding of and commitment to gain greater understanding of what is necessary for an urban school system to enjoy continuous improvement in an increasingly complex and competitive environment. A deeply held and unyielding belief in the overarching mission of public education. TECHNICAL SKILLS, KNOWLEDGE, AND ABILITIES Working knowledge of sustainability and climate issues, especially in building design, construction, and operations, environment, health, and safety, and energy and waste management. Ability to prepare written and oral reports and give public presentations. Ability to initiate, manage, and complete small and large facilities and sustainability projects. Self-motivated with strong organizational, facilitation, and multitasking skills. Strong interpersonal skills. Committed team player with consensus-building approach. Operating knowledge of and experience with personal computers and peripherals. Operating knowledge of and experience with Microsoft Word and Excel and Google Drive apps. Must possess a valid driver’s license and have daily availability of an automobile for travel to assigned schools. QUALIFICATIONS - PREFERRED Prior work in either Massachusetts state or local government with a knowledge of the Commonwealth of Massachusetts Department of Public Safety regulations and the Boston Fire Prevention Code. Also must have an awareness of public bidding processes, including sub-bid, statutes. Experience working in an educational setting, especially with children and teachers. Familiarity with the city of Boston and Boston Public Schools.
