Duty Location: Boulder City, Nevada Boulder City, NV: http://www.bcnv.org Henderson, NV: http://www.hendersonchamber.com Las Vegas, NV: http://www.lvchamber.com Responsibilities You will perform work assignments in a developmental capacity designed to increase the skill and knowledge required to perform project management, program coordination and financial assistance tasks. At the full performance level of this position, you will perform the following duties: Responsible for planning, defining, and delineating tasks, milestones, and determining resource requirements for each project assigned. Collaborates with subject matter experts, determines the scope of the project, and advises on project activities assuring that project requirements, schedules, and deadlines are met. Develops and manages budgets against program requirements; closely collaborates with the LCB and Regional Program Managers as necessary during the budget execution and status reporting processes. Schedules and manages a broad range of major project efforts to include coordinating, planning, project design, cost estimating, permitting, contracting, construction, and close-out phases. Serves as a Contracting Officer/Grants Officer to implement and administer a variety of assigned contracts, including construction contracts, service contracts, Indian Self Determination Act contracts, interagency agreements, and financial assistance agreements. Reviews, edits, and finalizes outgoing correspondence and briefing papers for procedural and grammatical accuracy, conformance with general policy, factual correctness, and adequacy of treatment. Assists with administrative tasks, such as travel planning, writing and managing correspondence, and administering credit card statements. This position will be filled at the GS-09 grade level. Subsequent promotion(s) to a higher grade may be made without further competition but is not guaranteed or promised. Promotion up to the GS-12 level is dependent upon administrative approval and the continuing need for an actual assignment and performance at the higher-level duties. To qualify at the GS-09 level: You must possess one (1) year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service; OR master's or equivalent graduate degree; OR Two (2) full years of progressively higher-level graduate education leading to such a degree; OR LL.B. or J.D., if related. Specialized Experience for GS-9: Defined as experience in providing support services in the areas of project management related to budgeting, contracting/financial assistance, and preparing and submitting data analysis for reports and project tracking and preparing draft reports. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 06/26/2024. Education This vacancy announcement allows substituting education for experience at the GS-9 grade level. Telework: Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval. Current Reclamation policy requires employees to report to the official duty station for at least 50 percent of their regularly scheduled tour of duty per period (2 weeks). Full time telework or remote work is not available for this position.
