Job Summary

The Deputy Executive Director (DED) at the Center for National Security Initiatives (NSI) will have overarching responsibility for business development and strategy, operations and security, and communications of NSI. Additionally, the DED is charged with managing NSI's classified research environments, supervising onsite security staff, and collaborating with the campus security team to maintain the facility's operations securely and in compliance with regulations. This position also supports the NSI Director in strategically enabling research growth. This role is responsible for technology and business development, and complementary communications alignment. The Deputy Executive Director will represent the Director as required and will serve as an NSI advocate within the CU system.

NSI seeks applicants with the following qualifications: outstanding leadership; thorough comprehension of the issues involved with national security research; broad awareness of business needs among a diverse community of researchers and partners; knowledge of US Department of Defense (DoD) and US Intelligence Community (IC) research needs with a personal network that can support such knowledge; a deep sense of working in large university settings; and the ability to serve effectively as a key leader of the NSI management team. This position will report to the Director of NSI.

What Your Key Responsibilities Will Be

Business Development and Strategy

  • In collaboration with NSI and RIO leadership, creates the research development vision and framework necessary to empower research growth through knowledge, technology, and capability development in areas relevant to the research focus of NSI. Partnering with the Director, acts as a prominent and diligent NSI advocate for innovation, support, and sustainment within the CU system.

  • As an integral member of NSI's executive leadership, strategically plans and champions research in emerging opportunity areas to include the government, commercial, foundation, and international sectors.

  • Fosters partnerships with government agencies, industry leaders and other academic institutions.

  • Promotes the internal and external communication messaging, marketing, and strategic relationships that foster NSI's current research activities, capabilities, and goals.

  • Sets comprehensive goals for performance improvements and growth with an emphasis on optimizing the effectiveness and efficiency of the business of research.

  • Establishes policies that promote and support institutional culture and vision.

  • Champions strategic research and workforce initiatives to enhance diversity, equity, inclusion, and innovation.

Operations and Security

  • Manages all of NSI's operations and operations personnel, including financial, human resources, contract, compliance, property, technology control, facilities, infrastructure sustainment, procurement, travel, safety, general office activities, and other service and support functions as required for NSI, as well as the NSI Program Management Office.

  • Provides strategic advice to the NSI Director and the leadership team regarding financial and other administrative-related issues.

  • Manages NSI's annual operating budget. Ensures internal reporting is timely and accurate. Ensures internal procurements are appropriate to budget and in compliance with university guidelines. Provides oversight of business management, financial guidance, and oversight of NSI's Indirect Cost Return (ICR) funding from the University.

  • The University of Colorado Boulder is initiating the accreditation of a new classified research facility. This role will manage this facility, ensuring the integrity and security of the research conducted within. As changes occur in the university's holding status, this role may expand to include duties as a Key Management Personnel (KMP) for the campus, playing a pivotal role in strategic decision-making and governance.

  • Leads all aspects of the facility's operations, managing the accreditation research portfolio, and supervising the NSI's dedicated security staff, which includes the Facility Security Officer (FSO), Information Systems Security Officer (ISO), and the Accreditation Portfolio Manager.

  • Collaborates closely with the CU Boulder research security team, including the Director of Research Security and their staff, to maintain stringent security protocols.

Communication

  • Manages and provides a strategy for NSI's communication efforts, encompassing marketing, education, and outreach, while advocating NSI's message within the CU system and representing the organization at various internal and external events.

  • Supervises NSI communication pathways, integrating them with campus partners and CUB strategic communications.

What You Should Know

  • This is a hybrid position with both on-site and remote work hours. Travel out-of-state will be required.

What We Can Offer

  • The annual hiring range for this position is $200,000-$250,000. Relocation is available for eligible candidates.

  • The National Security Director position offers a competitive salary range commensurate with the complexity and responsibility of the role. The starting salary will be determined based on the candidate's experience and qualifications. Salary considerations are made with a commitment to equity, recognizing the importance of rewarding experience and excellence in the field of national security.

What We Require

  • Master's degree in a related field and 6+ years of experience including leadership experience with a demonstrated record of increasing responsibility in administering large research programs, particularly in the national security space. An equivalent combination of education and experience may substitute.

  • Knowledge of government and commercial national security research goals, objectives, and opportunities.

  • Demonstrated working knowledge of complex technical information found in DoD/IC research proposals, grants and contracts administration.

  • Collaborative, team-oriented leadership style, good judgment in recognizing talent, assessing where improvements are needed, making appropriate connections and finding ways to partner.

  • Deep understanding of working within a large public research institution.

  • Ability to identify academic, financial, and political factors that impact research opportunities and understand how these intersect with public academic research institutions.
