Purpose of Classification

The purpose of this classification is to perform responsible and independent administrative work in support of the planning, organizing and implementing of the City’s Risk Management and Safety programs under general supervision of the Division Director, Risk Management. Areas of assignment include, but are not necessarily limited to city-wide safety programs and activities, emergency management, workers’ compensation, self-insurance, loss prevention, loss control programs and activities.

Essential Functions

The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. The omission of specific statements of the duties or functions does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Performs work in support of all functions within the risk management program, including safety initiatives, training, emergency management, claims administration, workers’ compensation, and other risk-related activities.

Provides support in all functional areas of risk management to department directors, managers, supervisors, and employees. Directly assists the Division Director, Risk Management in support of Risk Management objectives and initiatives.

Performs case management and coordinates all aspects of workers’ compensation claims for employees; ensures proper procedures are followed for claims; receives telephone notifications, preliminary notices, and first reports of injury; schedules appointments for injured employees; manages workers’ compensation claims to ensure adherence to proper protocol; disseminates documentation to proper departments; prepares notice of injury form and other required documentation and submits to third party administrator; monitors employee’s recovery and return to work in any capacity; assists in determining physical limitations of returning employees and coordinates provision of work within those limits; monitors appointment calendars/schedules and monitors medical follow-up activities.

Processes payroll documentation in relation to workers’ compensation cases; reviews payroll documentation and enters data into computer; prepares workers’ compensation payroll reports to ensure proper payment of wages to injured employees; imports payroll data from database to computerized risk management system.

Reviews invoices and costs of claims; completes forms to request payment of invoices.

Maintains all City insurance policies and self-insured plans; reviews incoming/outgoing certificates of insurance to ensure proper coverage; maintains computerized tracking system of insurance certificates; processes renewal of insurance certificates as required.

Reviews contracts and other documentation for compliance with insurance requirements.

Enters and maintains accurate information in risk management information system. Creates and prepares various reports as required; ensures timely submission of required reports to appropriate agencies, vendors, departments, and other individuals. Prepares and responds to Public Records Requests, including preparation and redaction of files for public viewing. Prepares or completes various forms, reports, correspondence, surveys, proposals, organizational reports, or other documents.

Uses City’s financial software to input payroll, billing, and budget transactions.

May serve as the City’s safety official; inspects city owned facilities and equipment for safety compliance; coordinates safety training and provides safety training support as needed; ensures adherence to safety procedures through supervisors; use of safety equipment; monitoring of work environment to ensure safety of employees and other individuals.

Assists with coordinating the City’s Safety Committee.

Receives, documents and responds to complaints and questions related to safety and risk management concerns; provides information, researches problems, initiates problem resolution with customer-first focus. Works with appropriate department and/or staff for resolution, follows up and tracks concern through resolution.

Attends and coordinates investigations in the area of safety; maintains confidentiality.

Conducts and maintains motor vehicle records checks; collects and maintains files of Supervisors’ Report of Incidents; prepares information for Incident Review Board; and maintains updated schedules for Defensive Driving classes.

May serve as City liaison and coordinates with various State of Florida, Palm Beach County and local municipalities in the development of emergency planning for response during emergency situations such as hurricanes and other disasters.

Coordinates with other City departments to update the departmental emergency response plans with county, state and federal agencies.

Attends conferences, committee meetings, and interdepartmental meetings relating to risk management related issues as required; makes speeches or presentations.

Answers the telephone; provides information, guidance, and assistance; takes and relays messages or directs calls to appropriate personnel; returns calls as necessary.

Performs general clerical tasks in support of overall department operations, which include greeting the public, copying documents, sending/receiving faxed documentation, properly handling confidential documents and properly disposing of obsolete documents.

Promptly scans documents into records management system, ensuring proper template is used and verifying accurate file maintenance.

Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, records management, e-mail, scanning, and other software programs.

Establishes and maintains effective working relationships with City employees, the general public, industry professionals, and other government agencies.

Maintains comprehensive and current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

Performs moderately complex work under limited supervision and maintains professional discretion in processing matters of a sensitive or confidential nature from both a legal and ethical perspective.

ADDITIONAL FUNCTIONS

Minimum Qualifications

  • Bachelor’s degree from an accredited college or university in risk management and insurance, enterprise and compliance, business administration, public administration, or closely-related field of study; and

  • Within the past six (6) years must have at least three (3) years of responsible risk management experience; including but not limited to workers’ compensation, self-insurance, loss prevention, claims administration, safety programs and initiatives; and

  • Must possess (or able to obtain within fourteen (14) days of hire) and maintain a valid Florida driver's license.

PREFERRED QUALIFICATIONS

Minimum Qualifications for education and experience must be metbeforeconsideration of the following Preferred Qualifications:

  • Master’s degree in risk management and insurance, enterprise and compliance, business administration or public administration and within the past four (4) years must have at least two (2) years or experience in risk management.

  • Certification through RIMS; Associate in Risk Management for Public Entities (ARM-P) or Associate in Risk Management (ARM).

PHYSICAL AND SENSORY REQUIREMENTS / ENVIRONMENTAL FACTORS

Physical Ability : Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (15 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements : Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors : Essential functions are regularly performed in usual office conditions with rare exposure to adverse environmental conditions.

Health Insurance

The City pays the entire premium for an eligible employee. The employee may elect to cover a spouse and/or dependent children by paying the applicable premium for the dependent(s).

Dental Insurance

Premiums for eligible employees are paid by the City. Premiums for any covered dependent are paid by the employee with a contribution by the City.

Vision Care Plan

Premiums for eligible employees are paid by the City. Premiums for any covered dependent(s) are paid by the employee.

Life Insurance / Accidental Death and Dismemberment Insurance

The City provides each eligible employee with term life and accidental death insurance.

Employees may purchase supplemental term life insurance on an individual-choice basis with premiums based on age. A matching amount of Accidental Death insurance may also be purchased.

City Retirement / Pension Plans

The City has pension plans for general employees, police, and firefighters. Each plan is contributory with both the employee and the City contributing to the program.

Short and Long Term Disability

The City makes available three deferred compensation plans that the employee may voluntarily contribute to on a tax-deferred basis.

Vacation

All full-time employees accrue time toward paid vacation leave. Accrual begins immediately and vacation may be taken after six months of employment.

Holidays

The City observes12 paid holidays throughout the year.

Sick Leave / Family Sick Leave

Full-time employees accrue one day of sick leave per month. An employee may elect to use up to 5 days per year of accrued sick time for illness in his/her immediate family.
