Purpose of Classification

The purpose of this classification is to perform purchasing activities, including preparation of complex procurements, analysis of technical bids, and proposals along with the preparation of agreements and term contracts for the Utilities and the City. Coordinate procurement processes to include an understanding of Utility divisions requirements and expectations.

Essential Functions

The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. Other duties may be required and assigned.

Preparation and administration of the Request for Proposals (RFPs), Invitations to Bid (IFBs), Request for Qualifications (RFQs) processes; reviews, suggests changes to, and finalizes scope of work with project managers; reviews and finalizes solicitation packages; receives and reviews submissions; prepares evaluation tools; prepares for and conducts pre-bid conference and site meetings; issues Addenda with Question and Answers; prepares and distributes contracts and agreements.

Conducts solicitation evaluations; prepares evaluation documents; reviews compliance requirements for responsiveness; provides evaluation training to evaluators to ensure fair and unbiased scoring; reviews committee recommendations to City Commission for approval.

Collection of all bid bonds, performance and payment bonds; attend kick off meeting; assist with preparation of notice to proceed;

Review City issued requisitions; solicits additional information, quotes, verifies insurance certificate and endorsements to ensure limits meet City requirements, creates purchase orders and attaches all required documentation relevant to the purchase of goods and services; forward purchase order to City Departments.

Assists Utilities Division with planning for upcoming procurements to avoid gaps in services i.e. expired contracts/bids.

Assists with training City employees on purchasing policies, procedures, and practices; advises departments of proper procedures for writing specifications, requesting purchase orders, preparing contracts, and performing other purchasing activities.

Confers with user departments, vendors, contractors, local governments, state agencies, sales and service representatives, and others.

Compiles and submits purchasing and contract information required by other local, State or national governmental entities.

Maintains knowledge of current market conditions, new products, trends, practices, and product research to ensure efficient procurement of goods and services for the City.

Refers to ordinances, laws, statutes, policies and procedures, the Thomas Register, the Blue Book, supply and price catalogs, and other resources in performing purchasing administration duties.

ADDITIONAL FUNCTIONS

Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, or filing documentation.

Provide assistance to other employees or departments as needed.

Performs other related duties as required.

Minimum Qualifications

  • Bachelor’s degree in business administration, public administration, finance, business management or closely related field; and

  • Three (3) years of progressively responsible experience in government purchasing; and

  • Possess [or obtain within fourteen (14) days of hire] and maintain a valid State of Florida Driver's license.

  • Possess [or obtain withn six (6) months of hire] the following National Institute of Governmental Purchasing (NIGP) Core courses:

  • Intro to Public Procurement

  • Contract Administration

  • Legal Aspect of Public Procurement

PREFERRED QUALIFICATIONS

  • Possession of a Public Professional Buyer Certification.

PHYSICAL AND SENSORY REQUIREMENTS / ENVIRONMENTAL FACTORS:

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements: Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors:Essential functions are regularly performed without exposure to adverse environmental conditions.

Health Insurance

The City pays the entire premium for an eligible employee. The employee may elect to cover a spouse and/or dependent children by paying the applicable premium for the dependent(s).

Dental Insurance

Premiums for eligible employees are paid by the City. Premiums for any covered dependent are paid by the employee with a contribution by the City.

Vision Care Plan

Premiums for eligible employees are paid by the City. Premiums for any covered dependent(s) are paid by the employee.

Life Insurance / Accidental Death and Dismemberment Insurance

The City provides each eligible employee with term life and accidental death insurance.

City Retirement / Pension Plans

The City has pension plans for general employees, police, and firefighters. Each plan is contributory with both the employee and the City contributing to the program.

Vacation

All full-time employees accrue time toward paid vacation leave. Accrual begins immediately and vacation may be taken after six months of employment.

Holidays

The City observes12 paid holidays throughout the year.

Sick Leave / Family Sick Leave

Full-time employees accrue one day of sick leave per month. An employee may elect to use up to 5 days per year of accrued sick time for illness in his/her immediate family.
