Effective/Revised Date: 9/10/2024 FLSA Status: Salaried, Exempt Reports to: Chief Financial Officer Position Purpose: This position takes a pro-active management role in ensuring the integrity and accuracy of the agency's accounting systems, serves as back-up for the Chief Financial Officer, supervises Fiscal staff, works directly with funding sources and program staff, provides guidance and information on fiscal policy, procedures and process, and ensures compliance with relevant local, state and federal contracts and agreements.

Job Duties and Responsibilities:

Reports to, and coordinates closely with, and accepts assignments from Chief Financial Officer (CFO) and Executive Director (ED).

Works with department management across the agency to develop and review budgeting and accounting information.

Responsible for monitoring the integrity and accuracy of all accounting systems.

Adheres to the highest level of professional ethics and conduct.

Participates in fiscal reviews conducted by various funders.

Develops and maintains the standard operation procedures files for KCR fiscal division -- including, but not limited to, a calendar and timeline of billing cycles and fiscal deliverables and ensures the awareness of relevant staff through regular communications.

Administers the grant billing function and assures the agency complies with fiscal grant requirements. Oversees agency and funder audits and monitoring and ensures timely completion of the agency audit (and audit submittal) as well as timely submission of the 990.

Oversees Fiscal operations including, but not limited to, payroll, accounts receivable, accounts payable, general ledger, and financial reporting.

Ensures that all processes and procedures are regularly communicated to staff and ensure compliance by direct supervision. Documents accordingly.

Aggregates and presents financial data and information in a coherent manner.

Supervises preparation of monthly, quarterly, and annual reports to selected funding sources and government tax agencies.

Supervises agency benefits program (in coordination with Human Resources) and payroll deductions including taxes, medical, dental, 401-K, and garnishments as well as leave use and accruals.

Manages the bank reconciliation process in the time frame required by the CFO.

Ensures compliance with AICPA and GAP general accepted accounting principles with approval from Fiscal Director.

Develops necessary quality control procedures to ensure system integrity and accuracy.

Identifies out of balance situations to CFO and recommends corrective action to be taken.

Identifies outside opportunities for help when internal processes are beyond agency capabilities.

Reviews the control, classification and recording of agency financial transactions.

Supervises the reconciliation of all payroll/benefit's general ledger accounts monthly.

Supervises the reconciliation of numerous accounts reconciliations maintains a thorough awareness of related KCR policy and process.

Coordinates with other departments to review and discuss information submitted to accounting by program staff.

Performs General Ledger Fund Accounting functions for designated program grants/contracts including fund billings.
